In the grand chess game of world military competition, in order to seek the initiative in future wars, we must foresee wars as early as possible, design wars scientifically, focus on achieving the transformation from following and running side by side to leading, and strive to become the visionary and game rule maker of future wars. 完善戰爭研究的新機制。積極探索新時代戰爭研究的特徵規律，總結戰爭研究的新經驗，創新戰爭研究的新機制。完善小核心、大外圍的協同創新機制，形成戰爭研究的整體合力。完善規劃計畫主導機制，以需求為牽引、以問題為導向、以融合為路徑，細化完善戰爭研究各領域、各方向發展的路線圖施工圖；科學配置科研資源投向投量，形成遠近兼顧、上下貫通、左右銜接的戰爭研究規劃計畫體系。完善戰爭研究與作戰訓練結合機制，把戰爭研究當作訓練的重要環節，加大研究性訓練比重，使部隊訓練成為戰爭研究的有機組成部分。完善理論探索與條令法規快速轉化與促進機制，使戰爭理論研究成果迅速轉化為作戰條令法規，打通從理論到實踐快速轉化、相互促進的創新鏈路。改善人才管理與激勵機制，結合新的戰爭研究實際，調整完善人才引進、選拔、評估、激勵、保障等機制，激發及調動廣大科研人員的積極性主動性創造性，最大限度釋放創新活力。
