Promoting the modernization of the national security system and capabilities is a major strategic deployment made at the 20th CPC National Congress. The Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Promoting Modernization with Chinese Characteristics (hereinafter referred to as the Decision), adopted at the Third Plenary Session of the 20th CPC Central Committee, lists the modernization of the national security system and capabilities as a separate part. From the perspective of the overall development of the cause of the Party and the country, it further clarifies the goals, tasks and key measures for promoting the modernization of the national security system and capabilities in the new era and new journey, further points out the direction for us to do a good job and provides a fundamental guideline. Promoting the modernization of the national security system and capabilities is an inherent requirement for actively responding to various risks and challenges, serving and safeguarding the construction of a strong country and the great cause of national rejuvenation. It is an inevitable measure to continue writing a new chapter of the two miracles and effectively meet the people’s growing needs for a better life. It is also an objective need to actively adapt to changes in the world, the times, and history, and improve global security governance. We must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, deeply understand the decisive significance of the “two establishments”, enhance the “four consciousnesses”, strengthen the “four self-confidences”, and achieve the “two safeguards”. We must unswervingly implement the overall national security concept, solidly promote the modernization of the national security system and capabilities, effectively prevent and resolve various risks that affect my country’s modernization process, strive to build a safer China at a higher level, and provide strong security guarantees for comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization.

1. Unswervingly implement the overall national security concept

The comprehensive national security concept is the national security chapter of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It systematically answers a series of major theoretical and practical questions such as why to safeguard national security, what kind of national security to safeguard, and how to safeguard national security in the new era. It has formed a scientific theoretical system that is systematic, comprehensive, logically rigorous, rich in connotation, and internally unified. It is a powerful ideological weapon and action guide for promoting the modernization of the national security system and capabilities. It must be studied and understood in depth and resolutely implemented.

(I) Accurately grasp the core essence. The core essence of the overall national security concept is concentrated in the “ten insistences” proposed by General Secretary Xi Jinping, namely, insisting on the absolute leadership of the Party over national security work, insisting on the national security path with Chinese characteristics, insisting on the people’s security as the purpose, insisting on coordinating development and security, insisting on putting political security in the first place, insisting on coordinating and promoting security in all fields, insisting on putting the prevention and resolution of national security risks in a prominent position, insisting on promoting international common security, insisting on promoting the modernization of the national security system and capabilities, and insisting on strengthening the construction of the national security cadre team. These “ten insistences” are the deepening, expansion and sublimation of our Party’s understanding of the laws of national security work, and profoundly answer the major contemporary issue of how to solve the common security problems faced in the development process of major countries in the new era and the new journey, and deal with the special security problems faced in the critical stage of the great rejuvenation of the Chinese nation. They are both political, theoretical, historical and practical. Among them, insisting on the absolute leadership of the Party over national security work is the “root” and “soul”. We must always adhere to the centralized and unified leadership of the Party over national security work, unswervingly implement the chairmanship responsibility system of the Central National Security Commission, improve the efficient and authoritative national security leadership system, and implement all decisions and arrangements of the Party Central Committee on national security work without fail.

(II) Accurately grasp the concept of comprehensive security. At present, the connotation and extension of my country’s national security are richer than at any time in history, the time and space scope is wider than at any time in history, and the internal and external factors are more complex than at any time in history. Against this background, the overall national security concept emphasizes the concept of comprehensive security, advocating that national security is comprehensive and systematic security, and is common and holistic security, covering politics, military, territory, economy, finance, culture, society, science and technology, network, food, ecology, resources, nuclear, overseas interests, space, deep sea, polar regions, biology, artificial intelligence, data and many other fields, breaking through the traditional concept of national security, and will continue to enrich with the development of the times and practice. We must always adhere to the overall priority, pay attention to understanding the diversity, relevance and dynamics of national security issues from an overall perspective, build a national security system that integrates security in all fields, and lay a solid foundation for security in all fields.

(III) Accurately grasp the principles and methods. In view of the characteristics of internal and external linkage, cross-domain transmission, and sudden amplification of security issues in the context of globalization and networking, the overall national security concept takes scientific coordination as an important principle and basic method of national security work. At the level of the Party and the state, it emphasizes the coordination of high-quality development and high-level security, pays attention to the synergy between national security work and various economic and social development work, plans and deploys together, and integrates national security into all aspects and links of the overall work of the Party and the state. At the level of national security itself, it emphasizes the coordination of external security and internal security, homeland security and national security, traditional security and non-traditional security, self-security and common security, and coordinates the maintenance and shaping of national security. It is necessary to coordinate development and security, promote the coordinated development and synchronization of all aspects of national security work, and effectively prevent the transmission and superposition of various risks.

II. Make every effort to implement key measures to modernize the national security system and capabilities

The Decision clearly requires that we focus on building a safer China at a higher level, improve the national security system, strengthen the integrated national strategic system, enhance the ability to safeguard national security, innovate the social governance system, mechanism and means, and effectively build a new security pattern. We must study and refine the key tasks deployed in the Decision one by one, and do a good job in promoting their implementation.

(I) Improve the national security system. The national security system is a concentrated reflection of the national security system and its execution capabilities. We must strengthen the coordination mechanism for national security work, improve the security guarantee system in key areas and the coordination and command system for important projects in accordance with the new characteristics and changes in the national security situation, improve the real-time monitoring, graded early warning, rapid verification, and prompt notification mechanisms for major risks across departments, improve the national security review and supervision system, crisis management mechanism, supervision and inspection, and accountability mechanism, and form a systematic synergy and combat effectiveness. We must improve the national security legal system, strategic system, policy system, and risk monitoring and early warning system, actively promote national security legislation in important areas such as space security, deep sea security, and data security, strengthen the inspection and supervision of the implementation of relevant laws and regulations on national security, and improve the level of legalization of national security work; strengthen national security strategic planning and top-level design, optimize the national security strategic guidelines, goals, and medium- and long-term plans, and make good use of various strategic resources and strategic means in a coordinated manner; adhere to the principle of acting according to the times and changing according to the situation, and improve the national security policy system and policy measures in key areas. We must improve the layout of national security forces and build a coordinated and efficient national security protection system. We must advance scientific and technological empowerment of national security, focus on major needs to strengthen research and development of key core technologies, comprehensively enhance the ability of science and technology to maintain and shape national security, and better play the role of scientific and technological innovation in supporting and guaranteeing national security.

(II) Improve the public safety governance mechanism. Public safety is linked to thousands of households on one end and economic and social development on the other end. It is a weathervane for social stability and order. We must adhere to safety first and prevention first, continuously improve the public safety governance mechanism, promote the transformation of the public safety governance model to pre-emptive prevention, and improve the level of public safety governance. We must improve the handling and guarantee system for major public emergencies, improve the emergency command mechanism under the framework of major safety and emergency, enhance the support and guarantee of human, financial and material resources in responding to public emergencies, strengthen the basic emergency foundation and strength at the grassroots level, improve the ability to prevent, reduce and eliminate disasters, and effectively prevent, reduce and eliminate hazards. We must improve the mechanism for the investigation and rectification of production safety risks and the responsibility investigation, strengthen institutionalized and normalized safety supervision, strictly implement the production safety responsibility system, prevent and resolve major safety risks from the source, and resolutely curb the occurrence of major accidents. We must improve the food and drug safety responsibility system, fully implement the main responsibility of enterprises for safety, consolidate the local management responsibility of local governments and the supervision responsibility of relevant departments, strengthen the safety supervision of the whole process and the whole life cycle, crack down on crimes that endanger food and drug safety in accordance with the law, and protect the “safety on the tip of the tongue” of the people. We must improve the biosafety supervision, early warning and prevention system, comprehensively improve the national biosafety governance capabilities, and weave a solid national biosafety protection network. We must strengthen the construction of the network security system, improve the laws and regulations on cyberspace governance, improve the network security level protection, key information infrastructure security protection, data security protection and other systems, prevent and resist cyber attacks, and build a solid network security “firewall”. We must establish an artificial intelligence security supervision system, accelerate the artificial intelligence legislation process, improve the science and technology ethics supervision rules, strengthen hierarchical and classified supervision, strengthen the dynamic analysis, assessment and early warning of relevant risks, and technical breakthroughs to ensure that artificial intelligence always develops in the direction of continuously improving people’s well-being.

(III) Improve the social governance system. Only when the social governance system is scientific and reasonable can national security work achieve twice the result with half the effort. We must adhere to and develop the “Fengqiao Experience” in the new era, improve the urban and rural grassroots governance system that combines self-governance, rule of law, and moral governance under the leadership of the Party organization, improve the social governance system of co-construction, co-governance, and sharing, form a situation of joint governance of problems, joint control of risks, and joint creation of peace, and improve the grassroots governance capacity and level. We must explore the establishment of a unified national population management system. We must adhere to the combination of professionals and the masses, and group prevention and group governance, improve the social work system and mechanism, strengthen party building to lead grassroots governance, strengthen the construction of the social worker team, promote the construction of the volunteer service system, better organize and mobilize the masses, and win the most reliable and solid mass foundation and source of strength for national security work. We must promote the legalization of petition work, focus on the goal of “clear rights and responsibilities, clear bottom line, handling in accordance with the law, good order, and satisfaction of the masses”, give full play to the normative, guarantee and leading role of the “Regulations on Petition Work”, promote the legalization of prevention, acceptance, handling, supervision and accountability, and maintenance of order, and ensure that every appeal of the masses is handled by someone and every appeal of the masses is promoted in accordance with the law. We must accurately grasp the requirements of major risk prevention and control in the city, fully integrate resources and forces, improve the organizational structure and organizational methods of city-level social governance, and enhance the city-level social governance capacity. We must deepen the reform of industry associations and chambers of commerce, further stimulate endogenous motivation and vitality, and better play their unique advantages and roles. We must improve the management system of social organizations, strengthen standardized management, expand orderly participation, and promote social organizations to improve service quality and social credibility. We must improve the system of matching the responsibilities, powers, and resources of towns (streets), and strengthen the service management power of towns (streets). We must improve the overall social security prevention and control system, strengthen patrols and controls in key areas and locations, and enhance our control over social security; improve the regular work mechanisms such as cracking down on gangsters and eliminating evil, and severely punish illegal and criminal activities that have been strongly reflected by the masses, such as gang-related and evil-related crimes, telecommunications and Internet fraud, cross-border gambling, gun-related and explosive-related crimes, infringement on the rights and interests of women and children, pornography, gambling, drugs, theft, robbery and fraud, and do our utmost to protect the lives and property of the people.

(IV) Improve the mechanism of foreign-related national security. As more and more Chinese citizens and enterprises go abroad, the status of foreign-related security in the overall national security work is becoming more and more important. We must thoroughly study and implement Xi Jinping’s diplomatic thought, actively implement the global security initiative, plan and promote foreign-related national security work with a high position and high standards, strive to create an international environment that is favorable to us, and resolutely defend national sovereignty, security, and development interests. We must establish and improve the coordination mechanism for peripheral security work and promote security cooperation with neighboring countries. We must strengthen the system and mechanism for early warning, prevention and control, and protection of overseas interests and investment risks, establish a legal risk assessment system for foreign-related projects, guide Chinese-funded enterprises to operate overseas in accordance with the law, and enhance the awareness and ability of overseas risk prevention and control; deepen international law enforcement cooperation in the field of security, expand the “circle of friends” for law enforcement and security cooperation, and effectively safeguard the legitimate rights and interests of Chinese citizens and legal persons overseas. We must improve the anti-sanction, anti-interference, and anti-“long-arm jurisdiction” mechanisms, strengthen legislation in the field of foreign-related security, and enrich the legal “toolbox”. We must improve the mechanism for safeguarding maritime rights and interests, improve the cross-military and cross-departmental working model, and effectively prevent and resolve major maritime security risks. We must improve the mechanism for participating in global security governance, adhere to the concept of common, comprehensive, cooperative and sustainable security, safeguard the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter, respect the sovereignty and territorial integrity of all countries, attach importance to the reasonable security concerns of all countries, actively participate in bilateral and multilateral mechanisms under the UN framework, give full play to the role of mechanisms and platforms such as the Shanghai Cooperation Organization, BRICS cooperation, “China + Central Asian Five Countries” and the Global Public Security Cooperation Forum (Lianyungang), promote the building of a balanced, effective and sustainable security architecture, jointly deal with regional disputes and global security issues, and achieve universal and common security.

III. Basic Requirements for Modernizing National Security Systems and Capabilities

To advance the modernization of the national security system and capabilities, we must clarify work requirements, organize scientifically, and advance in a rigorous manner.

(I) Enhance systematic thinking. Promoting the modernization of the national security system and capabilities is a complex systematic project. We must use systematic thinking to observe the security situation, analyze security issues, and plan security countermeasures. We must be good at observing the general trend and planning major events, see the trees and the forest, strengthen forward-looking thinking, overall planning, strategic layout, and overall promotion, strengthen coordination and efficiency, focus on system integration, break down departmental and local barriers, and promote the coordination and integrated promotion of national security work in all fields and aspects.

(II) Consolidate the grassroots foundation. If the foundation is not solid, the earth will shake. As the modernization of the national security system and capabilities gradually deepens, some basic and deep-seated problems have become increasingly prominent. We must accurately grasp the characteristics of the current situation and tasks, do a solid job of grasping the grassroots, laying the foundation, and benefiting the long-term, strengthen grassroots forces, basic work, and basic capacity building, improve mechanisms, innovate methods, and enrich means in a targeted manner, make great efforts to make up for shortcomings, strengthen weaknesses, and consolidate the foundation, and consolidate the foundation for maintaining national security.

(III) Strengthen publicity and education. Maintaining national security is a just cause. We must not only “do” it unswervingly, but also “say” it with confidence. (IV) Strengthen the implementation of responsibilities. Maintaining national security is the common responsibility of the whole society. 一、堅定不移貫徹整體國家安全觀

整體國家安全觀是習近平新時代中國特色社會主義思想的國家安全篇,系統回答了新時代為什麼維護國家安全、維護怎樣的國家安全、怎樣維護國家安全等一系列重大理論和實踐問題,形成了系統全面、邏輯嚴密、內涵豐富、內在統一的科學理論體系,是推動國家安全體系和能力現代化的強大思想武器和行動指南,必須深入學習領會、堅決貫徹落實。

(一)準確把握核心要義。總體國家安全觀的核心要義,集中體現為習近平總書記提出的“十個堅持”,即堅持黨對國家安全工作的絕對領導,堅持中國特色國家​​安全道路,堅持以人民安全為宗旨,堅持統籌發展和安全,堅持把政治安全放在首要位置,堅持統籌推進各領域安全,堅持把防範化解國家安全風險擺在突出位置,堅持推進國際共同安全,堅持推進國家安全體系和能力現代化,堅持加強國家安全幹部隊伍建設。這「十個堅持」是我們黨對國家安全工作規律性認識的深化、拓展、昇華,深刻回答了新時代新征程如何既解決好大國發展進程中面臨的共性安全問題、又處理好中華民族偉大復興關鍵階段面臨的特殊安全問題這個重大時代議題,既有政治性、理論性,又有歷史性、實踐性。其中,堅持黨對國家安全工作的絕對領導,是「根」和「魂」。要隨時堅持黨對國家安全工作的集中統一領導,堅定不移貫徹中央國家安全委員會主席負責制,完善高效權威的國家安全領導體制,不折不扣把黨中央關於國家安全工作的各項決策部署落實處。

(二)準確掌握大安全理念。目前,我國國家安全的內涵和外延比歷史上任何時候都要豐富,時空領域比歷史上任何時候都要寬廣,內外因素比歷史上任何時候都要複雜。在此背景下,整體國家安全觀強調的是大安全理念,主張國家安全是全面、系統的安全,是共同、整體的安全,涵蓋政治、軍事、國土、經濟、金融、文化、社會、科技、網路、糧食、生態、資源、核子、海外利益、太空、深海、極地、生物、人工智慧、數據等許多領域,突破了傳統的國家安全觀,並且也將隨著時代和實踐的發展而不斷豐富。要始終堅持整體為要,注重從整體視角認識國家安全問題的多樣性、關聯性和動態性,建構集各領域安全於一體的國家安全體系,築牢各領域安全底線。

(三)準確把握原則法。針對全球化、網路化時代背景下安全問題的內外連動性、跨域傳導性、突變放大性等特點,整體國家安全觀把科學統籌作為國家安全工作的重要原則和基本方法。在黨和國家事業層面,強調統籌高品質發展和高水準安全,注重國家安全工作與經濟社會發展各項工作的協同性,做到一起規劃、一起部署,把國家安全貫穿到黨和國家工作全局各方面各環節。在國家安全本身層面,強調統籌外部安全和內部安全、國土安全和國民安全、傳統安全和非傳統安全、自身安全和共同安全,統籌維護和塑造國家安全。要統籌發展與安全,推動國家安全各方面工作統籌進行、協調同步,有效防範各類風險傳導、疊加。

二、全力抓好推進國家安全體系和能力現代化的重點舉措

《決定》明確要求,聚焦建立更高水準平安中國,健全國家安全體系,強化一體化國家戰略體系,增強維護國家安全能力,創新社會治理體制機制與手段,有效建構新安全格局。我們要對照《決定》部署的各項重點任務,逐一研究細化,抓好推進落實。

(一)健全國家安全體系。國家安全體係是國家安全制度及其執行能力的集中體現。要強化國家安全工作協調機制,根據國家安全情勢新特徵新變化,完善重點領域安全保障體系和重要專案協調指揮體系,健全重大風險跨部門即時監測、分級預警、快速核查、提示通報等機制,健全國家安全審查和監管制度、危機管控機制、督促檢查和責任追究機制等,形成系統性合力和戰鬥力。要改善國家安全法治體系、戰略體系、政策體系、風險監測預警體系,積極推動太空安全、深海安全、資料安全等重要領域國家安全立法,加強對國家安全有關法律法規執行的檢查監督工作,提升國家安全工作法治化程度;加強國家安全戰略規劃與頂層設計,優化國家安全戰略指導方針、目標、中長期規劃,統籌用好各種戰略資源和戰略手段;堅持因時而動、因勢而變,完善國家安全政策體系和重點領域政策措施。要完善國家安全力量佈局,建構連結高效率的國家安全防護體系。要推動國家安全科技賦能,聚焦重大需求加強關鍵核心技術攻關,全面增強科技維護及塑造國家安全能力,更好發揮科技創新對國家安全的支撐保障作用。

(二)完善公共安全治理機制。公共安全一頭連著千家萬戶,一頭連著經濟社會發展,是社會穩定有序的風向標。要堅持安全第一、預防為主,不斷完善公共安全治理機制,推動公共安全治理模式邁向事前預防轉型,提升公共安全治理水準。要健全重大突發公共事件處置保障體系,完善大安全大應急框架下應急指揮機制,增強應對突發公共事件的人力財力物力等各方面支撐保障,強化基層應急基礎和力量,提高防災減災救災能力,有效預防、減輕、消除危害。要完善安全生產風險排除整治與責任倒查機制,加強制度化常態化安全監管,嚴格落實安全生產責任制,從源頭防範化解重大安全風險,堅決遏止重特大事故發生。要完善食品藥品安全責任體系,全面落實企業安全主體責任,壓實地方政府屬地管理責任和有關部門監管責任,強化全流程、全生命週期安全監管,依法打擊危害食品藥品安全犯罪,守護人民群眾“舌尖上的安全」。要健全生物安全監理預警防控體系,全面提升國家生物安全治理能力,織牢國家生物安全防護網。要加強網路安全體制建設,改善網路空間治理法規,健全網路安全等級保護、關鍵資訊基礎設施安全保護、資料安全保護等製度,防範抵禦網路攻擊,築牢網路安全「防火牆」。要建立人工智慧安全監管制度,加速人工智慧立法進程,完善科技倫理監管規則,加強分級分類監管,加強對有關風險的動態分析、評估預警、技術攻堅,確保人工智慧始終朝著不斷增進人民福祉的方向發展。

三、推動國家安全體系和能力現代化的基本要求

推動國家安全體系和能力現代化,必須明確工作要求,科學組織、嚴密推進。

(一)增強系統思維。推動國家安全體系和能力現代化,是一項複雜的系統工程。要運用系統思維來觀察安全情勢、分析安全問題、規劃安全對策,善於觀大勢、謀大事,既見樹木、更見森林,加強前瞻性思考、全局性規劃、策略性佈局、整體性推進,強化協同高效、狠抓制度貫通,打破部門及地方壁壘,推動各領域各方面國家安全工作銜接協調、一體推進。

(二)夯實基層基礎。基礎不牢,地動山搖。隨著推動國家安全體系與能力現代化逐步走向深入,一些基礎性、深層的問題愈發凸顯。要準確掌握當前面臨的情勢任務特點,紮實實在做好抓基層、打基礎、利長遠的工作,加強基層力量、基礎工作、基本能力建設,針對性完善機制、創新方法、豐富手段,下大氣力補短板、強弱項、固底板,夯實維護國家安全的根基。

文化是人類思維與行為方式的產物,反過來又塑造人類的思維與行為方式。軍事法治文化是建構中國特色軍事法治體系的重要組成,也是調動激發軍事法治主體自覺的重要保障。

突顯軍事法治文化建設的政治性。法治是特定利益集團利益訴求的表述和分配實現的方式。軍事法治文化建設的鮮明政治性與黨性、人民性是密切關聯和有機統一的。加強軍事法治文化建設,必須堅持黨對人民軍隊的絕對領導,深入貫徹習近平強軍思想,深入貫徹習近平法治思想和習主席關於依法治軍重要論述,深刻領悟「兩個確立」的決定性意義,增強「四個意識」、堅定「四個自信」、做到「兩個維護”,貫徹軍委主席負責制,確保軍事法治文化建設始終沿著正確的政治方向推進。

建強精神形態的軍事法治文化。思想是行為的先導,理論是行動的指南。軍事法治理論與軍事法治思維,既是軍事法治文化建設的要求與指標,也是軍事法治文化建設的重要內容。應當加強軍事法治理論研究,以學科建設為支撐,推進中國特色軍事法治體系化學理化研究闡釋,用透徹的理論說服人,發揮理論認同對情感認同、行為認同的牽引作用。應當強化軍隊人員法治思維,深入學習宣傳貫徹習近平法治思想,深化全軍法治教育訓練,將教育訓練目標、對象、體制、內容和方式等納入法治軌道,讓尊重規則思維、權利義務思維、限權治權思維、正義科學思維等紮根頭腦,使尊崇和踐行法治成為軍隊人員尤其是領導幹部的思維方式、工作方式、生活方式。

  History has repeatedly shown that in the process of military competition, whoever occupies the commanding heights of military culture may lead the trend of military innovation, stay ahead of the war and win strategic advantages in advance.

  The deepening of national defense and military reforms currently underway is closely linked to the new world military revolution. “In this tide of the new world military revolution, whoever is conservative and complacent will miss precious opportunities and fall into strategic passivity.” President Xi’s words are deafening and thought-provoking. In the process of reforming and strengthening the military, every soldier is not a bystander, but a factor of innovation. In the face of reform, can we accurately grasp the latest trends in the development of world military theory and military technology? Can we adapt to the latest changes in the form of war? We build a strong military culture by leveraging the unique advantages of culture, breaking the conservative and rigid thinking pattern in the context of thousands of ships competing and hundreds of boats vying for the current, stimulating the vitality of military innovation, and allowing the latest achievements of military cultural innovation to continue to extend to reform.

  The curtain has been raised on deepening the reform of national defense and the military. This reform is carried out against the backdrop of the surging tide of the world’s military revolution and is another milestone in the history of our military development. From “changing chess pieces” to “changing the chessboard”, institutional reform inevitably requires changes in the “rules of the game” and the military system; it requires accelerating the pace of building an informationized army based on a new organizational structure.

  The new military revolution is a process of continuous innovation, and the informationized army is essentially an innovative army. We need to continuously cultivate a military innovation culture, enhance the vitality of reform, and promote the realization of the strategy of reform and strengthening the army.

  (one)

  The new trend of the development of world military culture requires us to strengthen cultural cultivation in the process of change and change the thinking logic of military innovation.

  In a sense, the so-called strategic vision is the vision of understanding the future. Associated with the change in the field of observation, the “paradigm” of innovative thinking has changed accordingly: in the past, it was: practice-technology-theory. Now it is: theory-technology-practice. Associated with the change in the “paradigm” of thinking, since the 1980s, military innovation has gradually changed from the previous combat demand-driven model to the “theory-driven” model. Theoretical works such as “The Third Wave” and “Future Wars” by the famous American futurist Alvin Toffler have played a great role in the development of information society, information warfare and related technologies. As a result, the logic of military innovation has also changed accordingly. The previous order of innovation development was: scientific and technological progress-weapons and equipment-military theory-combat formation. The current development order is: military theory-scientific and technological progress-weapons and equipment-combat formation. The military culture of the information age has made combat commanders and military theory experts the leaders of military technology innovation.

  Military theory experts and military technology experts have found that in developed Western countries, the evolution of modern military culture has gone through three stages:

  Throughout the 19th century and before, most soldiers had not yet realized the huge role of scientific and technological progress in promoting the development of military power. Even a highly innovative military commander like Napoleon easily rejected the suggestion of American scientist Fulton to develop sailless warships. From the beginning of the 19th century to the First World War, although the Industrial Revolution had already affected other areas of society, most soldiers did not think about the role of new technologies in war.   At the beginning of the 20th century, the highly developed mechanical industry gradually changed the soldiers’ simple martial concept. On August 8, 1918, in the Battle of Emins, the assault power of the Allied “star” tanks and the bombing power of 300 British aircraft awakened the soldiers from their trenches. In the following 20 years, history has created a large number of new military strategists in the era of mechanized warfare, such as Fuller, Douhet, Guderian, Rommel, Montgomery, de Gaulle, Eisenhower, Zhukov, and Vasilevsky. They are not only proficient in military affairs, but also know the performance characteristics of tanks, aircraft, and other new technological weapons at the time. They regard science and technology as their second major and engineers as their close friends, thus making one innovation after another in the development of tactics. Guderian invented the armored blitzkrieg, Roosevelt accepted Einstein’s suggestion to make the atomic bomb, and Stalin treated a large number of aircraft designers as guests of honor. Because of this, during and after World War II, the military technology and military academic level of these countries have achieved unprecedented and substantial development. This period can be called the stage of “marriage between soldiers and technology”.

  Since the 1960s and 1970s, due to the rapid development of new technologies such as microelectronics, artificial intelligence, genetic engineering, space, ocean development, new materials, and new energy, the wave of new technological revolution has enabled many far-sighted military strategists to further break the original thinking mode and propose that soldiers should stand at the forefront of scientific and technological development to envision future combat styles, and based on these ideas, in turn propose the goals and directions of military technology innovation. Military defense experts look forward to the development trends in the next 20 to 30 years, design new combat concepts, and innovate combat theories to propose the necessary technical support, and then scientific researchers will meet the new military needs from a technical perspective. Under the organization and guidance of soldiers, military technology has reduced the blindness of development, thereby obtaining faster and more military economic benefits. This period can be said to be the stage of soldiers “leading technology”.

  The change from soldiers “waiting for technology” and “marrying technology” to “leading technology” reflects the objective trend of the increasingly close relationship between the development of military science and science and technology. This trend forces soldiers to change from being bystanders of technological development to being leaders of technological development.

  In my country, due to the loss of the opportunity of the first industrial revolution, military culture is still in the stage of “waiting for technology” and “marrying technology”. The military concept that emphasizes history and neglects the future is used to designing our army’s tomorrow according to the opponent’s today; it is used to thinking about our army of tomorrow and fighting against today’s opponent.

  On the journey of reform, many comrades’ ideas are still stuck in the Gulf War, Kosovo War, Afghanistan War, and Iraq War, which have been 15 or 20 years. The US military proposed the third “offset strategy” to select disruptive new technologies and create new “asymmetric military advantages.” The new military revolution will thus see a turning point: a new form of warfare – light warfare based on autonomous systems is slowly coming. In order to fulfill the historical mission of military reform and meet new challenges, we must strengthen cultural cultivation and transform the thinking logic of military innovation.

  The cultural core of an army is deeply hidden in its military philosophy. In the process of implementing the strategy of reforming and strengthening the army, we should use modern scientific methods to carry out military innovation.

  In human history, every great era not only gives people great tasks, but also provides people with new methods. Only those who have clearly defined the great tasks and mastered the new methods can lead the trend of the times.

  The history of scientific development shows that many major scientific and technological innovations, as well as the raising and solving of major scientific problems, are often the result of certain breakthroughs in scientific methods. Galileo’s discovery of the laws of falling motion and the law of inertia is inseparable from his systematic use of experimental and mathematical methods; Darwin’s creation of the theory of biological evolution benefited from the scientific observation method and the historical comparison method; the theoretical experimental method played an important role in the emergence of Einstein’s theory of relativity; Marx’s “Capital” was able to deeply analyze the complex capitalist society and achieve great success. One of the important reasons is that he cleverly applied the method of unity of logic and history, as well as the method of scientific abstraction, taking the “simplest, most common, and most basic things” – commodities, as the logical and historical starting point of scientific research, rising from the concreteness of perception to the abstract provisions, and then from the abstract provisions to the concreteness of thinking.

  Similarly, innovation in military theory also first relies on the new methods of the times. The Art of War was published in China in the late Spring and Autumn Period because the ancient system theory represented by “yin and yang” and “five elements” had matured and been complete by then; Clausewitz wrote On War because Newton’s mechanics and Hegel’s dialectics provided him with weapons to study war; Mao Zedong’s military thought is the result of Comrade Mao Zedong’s use of Marxist philosophical methods to study the practice of China’s revolutionary war.

  The scientific and technological revolution has promoted the improvement of social productivity and military combat effectiveness, and also prompted the development of philosophical thought.

  The “three major discoveries” of the 19th century (evolution, cytology, and conservation and transformation of energy) led to the end of German classical philosophy and the emergence of Marxist philosophy.

  In the 20th century, the emergence of relativity, quantum mechanics and life sciences, the development of information technology, biotechnology, nanotechnology, new materials technology, and Internet technology have changed and are continuing to change the world’s landscape. In the 1960s and 1970s, along with the wave of new technological revolution, the revolution of scientific methods reached an unprecedented high, showing the trend of natural science research methods, methods, models and concepts penetrating and blending into the field of social sciences. New scientific methodologies have emerged one after another: system theory, control theory, synergy theory, mutation theory, information theory, discrete theory, functional theory, intelligence theory, optimization theory, reaction theory, fuzzy theory, art theory, as well as “chaos” and “fractals”. From a philosophical perspective, the methods proposed by these cross-disciplinary disciplines can be summarized as system methods and complex system methods.

  In 1958, after the U.S. military implemented the separation of military administration and military command, it did not quickly regain vitality. The Pentagon’s resource management was in chaos and was still in a precarious situation. In 1960, McConamara took over the Ministry of Defense. In response to the chaotic situation in which the three armed forces acted independently in the use of national defense resources, he proposed the management principle of “combining centralized guidance with decentralized implementation” in 1962, adopted the system engineering method, coordinated the planning of national defense and weapons and equipment construction, and proposed a “Planning, Programming and Budgeting System (PPBS)”, which straightened out the relationship for the construction of the U.S. military and saved resources.

  In 1986, the U.S. military implemented the Department of Defense Reform Act, which centralized the power of the Department of Defense and the Joint Chiefs of Staff and established a new set of regulations that unified centralization and authorization. This ensured the smooth implementation of joint operations and laid the foundation for future integrated joint operations.

  At the beginning of the 21st century, when Donald Rumsfeld was the Secretary of Defense, according to the development of the new military revolution, the U.S. military changed the PPBS system’s management habits based on target tasks and proposed a PPBE system based on capability requirements, namely “Planning, Programming, Budgeting and Execution System”.

  The PPBS system and the PPBE system are both typical applications of the system science method in national defense management. From a methodological perspective, the characteristics of these systems are: grasping the reality from the future, determining capabilities based on missions and tasks, and driving technology creation and selecting combat formations based on capability requirements. In short, the “upstream” determines the “downstream”, the “top” determines the “bottom”, and the “front end” determines the “back end”.

  The ideas of system theory and complexity methods have been deeply applied in the transformation of the US military. They believe that previous military theories, namely the theories of famous scholars such as Clausewitz and Jomini, are all based on Newtonian mechanics. In today’s operations, the enemy’s military organization and combat operations must be regarded as a system. In this way, only complexity theory, which Newtonian methods cannot do at all, can be used to describe, predict, and select corresponding confrontational actions. For example, the concept of “friction” often used by Clausewitz in “On War” originated from Newtonian mechanics. It can be said to be a concept of physical war, reflecting the characteristics of war in the pre-industrial era. No matter how tightly organized the army was at that time, it was inevitable to face shocks and hysteresis, frontier confrontation and confrontation. Therefore, Clausewitz used Newtonian mechanics as the main method to understand, study, and guide war. In today’s information warfare, the purpose of war has changed from “destroying the enemy and preserving oneself” to “controlling the enemy and realizing interests.” Therefore, a major change in the confrontation method is from large-scale destruction to increasing the “entropy value” within the enemy organization and increasing the “negative entropy value” within one’s own organization (“entropy” is a description of the disorder within the organization). The more information-based, integrated, and sophisticated a military is, the more vulnerable it becomes. An important principle in modern military construction is to minimize the vulnerability of its own disintegration and collapse; an important principle in war guidance is to actively create and exploit the vulnerability within the enemy.

  Today, when evaluating a military system, we cannot only look at the amount of matter, energy and information it possesses, but also its anti-destruction ability, stability, and the possible “entropy value”.

  Informatization and networking have broken through the traditional space boundaries and time barriers. The “pre-practice” of virtual technology has created a new military culture.

  While causing a revolution in philosophical methodology, the science of complex systems has also triggered a revolution in philosophical epistemology when combined with multimedia technology, virtual reality technology, artificial intelligence technology, high-performance computing technology and simulation technology – there have been some changes in the way humans understand the world.

  First, the understanding of the unity of the world is richer. In the past, when we talked about the unity of the world, we only emphasized the “primacy of matter”. From today’s perspective, the unity of the world contains three basic elements, namely the unity of matter, energy, and information. In man-made technical systems, it is the unity of materials, energy, and information; in social and economic systems, it is the unity of material flow, energy flow, and information flow. Abstracting the unity of these three aspects to the philosophical level, it colorfully embodies the “unity of matter, movement, and information.”

  Secondly, the cognitive process has changed from the past “part-whole-part” to today’s “whole-part-whole”. In connection with this, the research method has changed from the past “analysis-synthesis-analysis” to today’s “synthesis-analysis-synthesis”.

  Informatization and networking have broken through the traditional space boundaries and time barriers. People’s focus on observing problems has shifted from “object-centered” to “system-centered”, and the key to epistemology is no longer “concrete analysis” but “system integration”.

  This new philosophical epistemology marks a major change in the structure of scientific thinking. Scientific research has shifted from the analytical advantage of the past to the overall comprehensive advantage of today; the static cognition that mainly studied “existence” in the past has shifted to the dynamic cognition that mainly studies systems today.

  The significance of practice is no longer limited to the framework of history and reality, but also includes the future. After the Gulf War, developed countries established the innovative idea of ​​”proposing theory – combat experiment – actual military exercise – actual combat test”, stepped up the establishment of “combat laboratory”, and made new breakthroughs in military theory research methods.

  Scholars such as Zhang Yi, the author of Virtual Epistemology, pointed out: “Virtual technology has profoundly changed the way humans perceive the world and created a completely new way of human practice. Virtual technology is not just a way of understanding and interpreting the world, it is itself a way of human practice.”

  The “pre-practice” of virtual technology creates a new military culture. Thus, the military construction has developed from the past “contemporaneity” to today’s “synchronicity”. “Contemporaneous” development means finishing today and then moving on to tomorrow. “Synchronic” development means that things today, tomorrow and the day after tomorrow can be done at the same time. In this process, based on the repeatability, modifiability and embeddability of virtual technology, the war scenarios that are happening and will happen in the world, as well as the pre-designed war scenarios in the mind, are created into virtual environments to test and correct the military capabilities that should be in different stages.

  Compared with natural science, military science is relatively weak in analytical reasoning and quantitative analysis. Summarizing the experience of wars that have already occurred and “learning war from war” have always been the traditional way for soldiers to create theories. With the development of information technology, modeling/simulation and computer networks have provided people with a third important method to understand the world, promoting the expansion of military practice from “experience induction” to “virtual simulation”, “learning war in the laboratory” and “learning war from future wars”, which greatly improves the soldiers’ advanced cognitive ability.

  In short, to advance the reform of our army in the face of the new wave of military revolution, we need to establish a new philosophy, innovate military theories, and let the light of military innovation illuminate the path to the future.

(一)

世界軍事文化發展的新趨勢要求我們在改變過程中加強文化修養,轉變軍事創新思維邏輯。

從某種意義上來說,所謂戰略願景就是認識未來的願景。伴隨著觀察領域的變化,創新思維的「典範」也隨之改變了:過去是:實務-技術-理論。現在是:理論-技術-實務。與思維「範式」的轉變相聯繫,1980年代以來,軍事創新逐漸從先前的作戰需求驅動模式轉變為「理論驅動」模式。美國著名未來學家阿爾文‧托夫勒的《第三波》、《未來戰爭》等理論著作對資訊社會、資訊戰爭及相關科技的發展發揮了巨大作用。由此,軍事創新的邏輯也發生了相對應的改變。以往的創新發展順序是:科技進步──武器裝備──軍事理論──作戰形成。目前的發展順序是:軍事理論——科技進步——武器裝備——作戰編隊。資訊時代的軍事文化使作戰指揮官和軍事理論專家成為軍事技術創新的領導者。

科學發展史表明,許多重大科技創新以及重大科學問題的提出和解決,往往都是科學方法取得一定突破的結果。伽利略發現落體運動定律和慣性定律與他系統性地運用前驅定律是分不開的。

實驗和數學方法;達爾文創立生物演化論得益於科學觀察方法和歷史比較方法;理論實驗方法對愛因斯坦相對論的產生發揮了重要作用;馬克思的《資本論》能夠深入分析複雜的資本主義社會並取得巨大成功。其中一個重要原因是他巧妙地運用了邏輯與歷史相統一的方法以及科學抽象的方法,以「最簡單、最普遍、最基本的東西」——商品,作為邏輯和歷史的起點。著眼點,從感知的具體上升到抽象的規定,再從抽象的規定上升到思考的具體。

In carrying out top-down reform, our army’s greatest advantage lies in the system. This reform starts from the headquarters, services, military regions and other high-level leadership organs of the army, starting from the “brain” and “center” of the army. The reason why we bravely cross the shoals and why we are full of confidence is the advantage of the socialist military system with Chinese characteristics.

The core of giving full play to the advantages of the socialist military system with Chinese characteristics is to uphold the absolute leadership of the Party over the military. If this point is not seen, the reform will make the mistake of purely military perspectives; if this point is not adhered to, it will not be able to gather motivation and innovation in the face of difficulties, and the reform will eventually become a building on gravel, which cannot withstand the battle on the battlefield and the test of history. To uphold the absolute leadership of the Party over the military is to resolutely implement the decisions and deployments of the Party Central Committee, the Central Military Commission and Chairman Xi, break through various ideological obstacles to build consensus, and obey orders regardless of personal gains and losses and local interests. Compared with people’s subjective consciousness, under the new era conditions, more attention should be paid to breaking the obstacles to reforming the old system by improving the system and the legal system. Who can successfully implement reforms and who can successfully manage risks are the major issues that determine the fate of reforms. Looking back at history, our army’s reform is often not a calm and unhurried process, but a desperate outbreak under external threats and internal pressure. The “Three Bays Reform” started with a team of less than a thousand people in the repeated failures of urban riots, and the streamlining of the army and government was carried out in the heavy siege of the Japanese invaders’ “Three Alls” policy and iron wall encirclement. Today’s reform of our army is taking place under the hegemonic countries’ flaunting of maritime hegemony and military provocations, and it is set sail in the Japanese right-wing forces’ eagerness to shake the peace constitution and then plot to subvert the post-war international order. 進行自上而下的改革,我軍最大的優勢在製度。這次改革從總部、軍種、軍區這些軍隊的高層領率機關開始,從軍隊「大腦」和「中樞」起步。我們憑什麼勇涉險灘,憑什麼充滿自信,憑的是中國特色社會主義軍事制度優勢。

發揮中國特色社會主義軍事制度優勢,核心在於堅持黨對軍隊絕對領導。不看到這條,改革就會犯單純軍事觀點的毛病;不堅持這一點,就會在攻堅克難面前凝聚不起動力和創新力,最終讓改革變成沙礫上建樓房,經不起戰場上的較量,經不起歷史的檢驗。堅持黨對軍隊絕對領導,就是要堅決貫徹黨中央、中央軍委和習主席的決策部署,衝破各種思想障礙以凝聚共識,不計個人得失、局部利益而聽令而行。惟如此,軍事改革才能突破千難萬險,到達勝利的彼岸。

改革是利益調整的過程,古今中外軍事改革的阻礙也突顯在利益這道門檻上。破山中賊易,破心中賊難。與人的主觀自覺性相比,新的時代條件下,更應著重於透過完善製度法制,破除改革舊體制的攔路虎。以法治化確保全軍資源的統籌力,實現集中力量辦改革;以法治化撤併壓縮落後作戰力量空間,為新型作戰力量騰籠換鳥;以法治化保障新型領導指揮系統的平穩運行,強力破除來自局部利益、個人利益的干擾。

什麼人才能成功執行改革,什麼人才能成功駕馭風險,這是決定改革命運的大事。正如恩格斯所說:「當科技革命的浪潮正在四周洶湧澎湃的時候,讓這些保守的偏見在軍隊中佔統治地位,是沒有好處的。我們需要更新、更勇敢的頭腦。」海灣戰爭以來,美軍不斷湧現悍將乾才,從博伊德到歐文斯,從鮑威爾到拉莫斯菲爾德,理論家、實戰家層出不窮,不是在戰場上靠戰績打拼出來,便是在理論上優勝劣汰而來。為此,不刷新人才選拔規則,改革就可能停留在「舊腦殼」壟斷新位置的「新瓶裝舊酒」陷阱。

毛澤東主席說,我們這支軍隊在戰爭中成熟得快。這是因為我軍總是在生死存亡的關頭以主動變革闖出勝利之路。回顧歷史,我軍改革往往不是水到渠成般的從容不迫,而是在外有威脅、內有壓力下的絕地爆發。 「三灣改編」是在城市暴動的屢屢失敗中從不足千人的隊伍起步的,精兵簡政是在日寇「三光」政策、鐵壁合圍的重重圍困中展開的。今天我軍的改革,是在霸權國家炫耀海洋霸權、武力挑釁下發生的,是在日本右翼勢力撼動和平憲法進而圖謀顛覆戰後國際秩序的蠢蠢欲動中起航的,它肩負捍衛國家領土主權、維護世界和平的使命,容不得拖延,容不得馬虎,更容不得退縮。同時要看到,這次軍事改革是以國家經濟起飛為基礎的,是站在科技創新堅實肩膀上的躍進,機遇難得,機不可失。

軍改:搶佔戰略制高點的衝鋒號

建構聯合作戰指揮機構,打好組合拳

資訊化戰爭是體系與體系、系統與系統的博弈,單打獨鬥的勝利方式已沒有了用武之地。在變幻莫測的資訊化戰場上,諸軍兵種能否密切協調形成合力,聯合作戰指揮機構是「牛鼻子」。展望當今世界強國軍隊,無不透過建強聯合作戰指揮機構,使軍隊具備打贏資訊化戰爭的能力。冷戰結束後,美軍便立即著手進行總部領導指揮體制的調整與建設,俄羅斯、英國、法國等軍隊也是如此。我軍此次重磅改革,站在世界制高點思考,可謂全球視野、戰略思維。 2020年前要「努力建構能夠打贏資訊化戰爭、有效履行使命任務的中國特色現代軍事力量體系」。對領導管理體制和聯合作戰指揮體制進行一體設計”,“組建聯合作戰指揮機構”,著力構建“軍委—戰區—部隊的作戰指揮體系”。聯合指揮機構登台亮相,讓軍隊的“中樞神經”更加高效靈活,具體表現為:

強化了統一指揮。軍隊是擔負特殊使命任務的武裝力量集團,其特殊性要求必須高度統一指揮。習近平主席強調,「要著眼於貫徹新形勢下政治建軍的要求,推進領導掌握部隊和高效指揮部隊有機統一,形成軍委管總、戰區主戰、軍種主建的格局」。所謂軍委管總,就是“強化軍委集中統一領導,更好使軍隊最高領導權和指揮權集中於黨中央、中央軍委”,讓軍隊永遠聽黨的話。

減少了指揮層次。現代戰爭打的是“速度”,沒有指揮機關的快速決策、指揮和部隊的快速反應,就沒有戰場上的主動權。軍委會、戰區直接指揮部隊,指揮連結大大壓縮,指揮層的意志、決心,最短路徑轉化為部隊行動,在瞬息萬變的戰場上可有效搶佔先機,贏得戰場主動。

實現了精幹高效。臃腫低能的領導指揮機構,不僅難以讓軍隊機器高效快速運轉,更容易成為強敵「指哪兒打哪裡」的第一口餐。建構「軍委會、戰區、部隊」三級指揮體系,透過機關精修、重組,職能分工明確,可有效達成作戰指揮的高效益。

設陸軍部、劃戰區,專職謀打仗

長期以來,我軍陸軍領導指揮體制不健全,陸軍的建設、管理和領導職能由總部機關各部門代行,導致陸軍指揮與管理職能重疊,政出多門,相互制約,不僅不利於對陸軍建設進行頂層設計和系統規劃,而且使總部機關承受了過重的負擔。軍區機關的龐大與重複性設置,也導致指揮與管理職能相互衝突、雙重弱化。這些問題,既嚴重影響了陸軍作為一個軍種的整體建設,也限制了總部和戰區聯合作戰指揮功能的形成與發揮。目前,世界主要國家軍隊陸軍均建有陸軍總部,負責本軍種建設的各項工作,包括人事及行政管理、教育訓練、軍事科研、兵役動員、武器裝備及後勤支援等。我軍此次軍改,習近平主席基於對我國安全情勢的科學判斷,順應世界軍事革命大勢,指出深化國防和軍隊改革要「著力解決制約國防和軍事建設的體制性障礙、結構性矛盾、政策性問題,推進軍隊組織形態現代化,進一步解放和發展戰鬥力,進一步解放和增強軍隊活力,建立同我國國際地位相稱、同國家安全和發展利益相適應的鞏固國防和強大軍隊」。有軍事專家分析,此次軍改設陸軍部,將使陸​​軍的軍種意識更強,陸軍建設發展頂層設計的強化,可從根本上解決我軍陸軍數量規模大、兵種比例不合理、領導指揮體制縱長橫短,以及非作戰單位過度過濫的問題,一支靈敏、合成、多能、高效的中國特色陸軍將立於世界東方。而軍區變戰區,意義更重大。

一是戰區專職謀打仗,是一個完整的區域性作戰組織,未來我軍「打什麼仗、仗怎麼打」就會更清楚,而前瞻性的戰爭設計也會拉動和牽引軍隊建設發展,促進部隊戰鬥力躍升。二是軍區變戰區,既是一次領導指揮機構脫胎換骨的力量重組,領導指揮層更精幹高效,也使軍事鬥爭準備的針對性更強,同時戰區聯合訓練的製度化、常態化,確保了平時訓練與未來戰爭對接。

組成軍委紀委、政法委,讓軍旗永遠鮮紅

我軍從無到有、從小到大、從弱到強、從勝利走向勝利,堅持黨對軍隊絕對領導,從嚴治軍是根本保證。這次軍改,是我軍在新一輪軍事革命潮起湧動中能否迎頭趕上、彎道超車的歷史機遇,更需以依法治軍、從嚴治軍為其開路護航。習近平主席指出,「要著眼於深入推進依法治軍、從嚴治軍,抓住治權這個關鍵,建構嚴密的權力運作制約和監督體系」。 「專注於解決軍隊紀檢、巡視、審計、司法、監督獨立性和權威性不夠的問題,以編密紮緊制度的籠子,努力剷除腐敗現象滋生蔓延的土壤。組建新的軍委紀委,向軍委機關部門和戰區分別派駐紀檢組,推動紀委雙重領導體制落到實處。依法獨立公正行使職權。

優化軍兵種力量結構,讓「戰鬥力」實現跨越

三軍圍繞陸軍轉、陸軍圍繞重裝部隊的軍兵種力量結構,已不適應現代戰爭立體性、速度性、廣域性的需要。縱觀當今世界主要國家軍改,無不向結構重組要戰鬥力,特別是透過重刀削減過時兵種力量,加速新銳作戰力量發展,使軍隊挺立於軍事變革潮頭。如,重點發展技術兵種和突擊力強的兵種,加快快速反應部隊、輕型裝甲部隊、特種作戰部隊和陸軍航空兵建設等,以應對資訊化戰爭體系戰、速度戰的需要。另外,一些國家軍隊「打破軍兵種界線,創建一體化部隊」也成為部隊編組形式發展的大趨勢。如美軍組成的聯合遠徵部隊包括陸軍師、海軍航空母艦戰鬥群、海軍陸戰隊部(分)隊和空軍戰鬥機聯隊。這次軍改會上,習近平主席強調指出,「要著眼打造精銳作戰力量,優化規模結構和部隊編成,推動我軍由數量規模型轉向質量效能型」。若要「調整改善軍種比例,優化軍種力量結構,依照不同方向安全需求和作戰任務改革部隊編成,推動部隊編成向充實、合成、多能、靈活方向發展」。鮮明地指出了我軍戰鬥力建設必須牢牢抓住軍兵種結構來優化這個關鍵。

一是優化軍種力量結構,加速海、空軍力量發展,適當壓縮陸軍數量規模,使我軍力量結構能有效應對未來可能從海上發起的資訊化局部戰爭。二是優化兵種力量結構,削減、淘汰過時的兵種力量,加速發展新銳作戰力量,使各軍種的兵種比例更合理。三是優化部隊編制,著眼多樣化軍事任務需求,建設能滿足不同方向、不同威脅的多類型部隊,提高軍事鬥爭準備的針對性。

我軍特色聯合文化的內涵要求

習近平指出:「一項沒有文化支撐的事業難以持續長久」。作為一種特殊的軍事文化,聯合文化是聯合指揮人才在軍事實踐中關於聯合作戰的知識體系、價值取向、思維方法、道德規範和心理意識等形成的觀念形態和行為方式,是滋養和提升聯合作戰能力的重要“軟實力”

忠誠可靠、集中統一。堅持黨對軍隊的絕對領導,既是我軍克敵制勝的根本法寶,也是我軍先進文化的最大優勢、最大特色。現代資訊化聯合作戰,政治因素更加凸顯、參戰力量更加多元、組織指揮更加複雜、協同要求更加嚴格,把高度分散的作戰要素、作戰單元、作戰體係有機聚合起來,形成強大的戰鬥力,同樣必須有忠貞不渝的信念和集中統一的領導。

改革創新、資訊主導。在當今時代,改革創新是加速軍隊建設的精神動力,資訊主導是贏得軍事博弈的關鍵理念,二者必然構成聯合文化最鮮明的時代特色。特別是透過近年來資訊化局部戰爭實踐和新軍事革命發展大勢,不難發現資訊化不僅使傳統的情報戰力量、電子戰力量、指揮控制力量變得更加強大,而且催生了網路戰、心理戰等新的作戰力量,資訊主導已不僅是純粹技術性概念,逐漸成為指導各國軍隊軍事轉型的全新理念。

靈活自主、體係作戰。我軍歷來強調靈活機動的戰略戰術,這是揚長避短、擊敵軟肋的重要法寶,為我軍聯合文化提供了重要藉鏡。進入資訊化戰爭時代,敵我攻防交戰轉換迅捷、戰場形勢瞬息萬變,尤其是平台作戰、體系支撐,戰術行動、戰略保障的顯著特徵,為充分發揮我軍「活」的優勢提供了堅實基礎和廣闊空間。發展我軍聯合文化,就要正確運用聯合作戰的基本原則,把我軍戰略戰術融會貫通於陸、海、空、天、電、網多維一體的力量體系中,轉化為未來聯合作戰的戰略指導、戰術思想和指揮藝術,你打你的、我打我的,致人而不致於人,形成非對稱優勢,始終掌握戰略和作戰主動。

平戰一體、綜合集成。面對當前應對多種安全威脅、完成多樣化軍事任務的嚴峻考驗,發展我軍聯合文化,不僅要及時轉換和培育備戰打仗的新思路,把聯合作戰的科學方法滲透體現到策劃和指導部隊建設的整個過程各領域,搞好各種資源統籌配置,提高平時按照聯合作戰標準建設部隊的層次水平;而且要著眼增強戰時基於信息系統的體係作戰能力,發揮信息技術作用,運用系統工程方法,把生成戰鬥力的各個子系統、分系統整合成一個有機的整體,努力使武裝力量一體化、軍隊編成一體化、指揮控制一體化、作戰要素一體化成為自覺遵循,最大限度地凝聚作戰能力、釋放作戰能量。

團結協作、聯合製勝。為共同革命的理想團結一心、並肩奮戰、爭取勝利,向來是我軍戰勝強敵的價值理念。在資訊化條件下,科技的快速發展既使各要素作戰能力空前提升,也使戰場情況異常複雜,只有強化聯合製勝的價值理念,做到著眼體系、系統聯動,優勢互補、動態協同,精誠團結、精兵高效,才能以最小的代價贏得最大的勝利。發展我軍聯合文化,就要突顯團結協作、聯合製勝,積極建構與聯合作戰相符合的勝利觀、榮譽觀、利益觀、得失觀,徹底破除軍兵種利益掣肘和局部狹隘觀念,自覺養成自主協同、自覺配合、交鏈互動的聯合精神,使各種作戰力量最優組合、無縫鏈接,彰顯效能、合力製勝。

俄美:培養聯合作戰軍事人才

全面培養聯合作戰指揮人才、聯合作戰資訊化訓練管理人才、聯合作戰資訊科技專業人才,推動高素質聯合作戰人才隊伍建設,是世界各國軍隊改革中在文化層面促進聯合作戰能力形成的基本途徑

俄軍把培養聯合作戰人才作為軍事文化的優先發展方向,認為軍隊院校是軍事人才培育的基地,是孕育聯合文化的搖籃,對聯合文化的發展起到引領示範作用。俄軍為拓展學員的知識結構,增進軍兵種之間的相互了解,消除“門戶之見”,對軍事教育體制進行了重大改革,強化構建初、中、高級聯合教育體制,在教育全程提升聯合作戰指揮能力。 2008年底,俄軍開始對軍事教育體系進行全面整合,正如俄總統普丁所指出:「軍事教育正在經歷重大改革。我們正在組成10個大型科研教學中心,所有這些機構都建在一套嚴格的垂直體系中,並根據服役情況為軍官們提供不斷提升自身職業水平的機會。

俄國防部教育司透露,為連續不間斷地提高各級軍官的聯合作戰素養,今後將充分發揮在職短期培訓的作用,及時更新軍官隊伍的知識結構,確保軍官成為掌握現代技術的高水平專業人員。俄軍也在高、中級軍事學院開設了資訊化聯合作戰講座,重新修訂了教學大綱,使院校教學內容更加貼近現代戰爭實際。俄總參軍事學院組織聯合作戰研討,提升學員資訊化聯合作戰指揮能力,打造精通聯合文化的複合型指揮官。俄軍加強聯合指揮人才培養的經驗告訴我們,必須把基於資訊系統的一體化聯合作戰教育訓練納入指揮員的培訓之中,使指揮人員在初、中級指揮崗位上都能按計劃接受有關「一體化聯合作戰」的教育與訓練,使其在進入高級指揮崗位之前就掌握相關的知識、技能,具備一定的聯合素養。高超的聯合作戰指揮藝術,累積著聯合文化的深厚底蘊,刻畫著聯合文化的深刻印跡。它貫穿於聯合作戰人才成長的整個過程,滲透到聯合作戰人才成長的各個方面,影響著聯合作戰人才的思維方式、價值觀念、心智模式和行為習慣,是聯合作戰人才鍛造的催化劑和倍增器,從根本上決定著聯合作戰人才培養的品質和水準。

在實際訓練中,世界上許多國家軍隊都強調,各軍兵種、各部隊要把聯合訓練放在優先的位置,著重培養指揮員跨軍種、兵種、部門的協同意識和能力,強調從基礎的單兵訓練開始,就向士兵灌輸“本能的聯合思維”,使指揮官和士兵充分認識到自己是聯合部隊的一員,是整體作戰力量的一分子,自覺地從聯合的角度思考問題,採取行動。以美軍的聯合作戰為例,美軍在經歷了消除軍種衝突,彌合軍種縫隙兩個階段後,現正處於多軍種能力無縫隙融合階段,向著內聚式聯合發展。

A deep understanding of the background, technical vision, tactics support and generation chain of new-quality combat power is a necessary prerequisite for building a new-quality combat power growth pole and promoting the construction of new-quality combat power in new domains. New-quality combat power is an overall capability that integrates comprehensive perception, real-time command and control, precise strike, full maintenance and protection, and focused support. It is concentrated in the “six new” aspects, namely new trends, new technologies, new equipment, new systems, new tactics, and new talents, representing a fundamental change in the form of war and the way of fighting.

New trends. The accelerated advancement of the world’s new military revolution covers all areas of war and the entire process of army building. Comprehensively understanding, actively adapting to, and proactively embracing the new military reforms are crucial to accelerating the effective supply of new-quality combat power. New-domain and new-quality combat power is a weather vane of military development in an era, a new growth point for military combat power, and a commanding height on the battlefield of the future. Judging from the recent local wars and military operations in the world, new domains and new types of combat forces represented by strategic early warning, information control, algorithmic attack and defense, and unmanned intelligence are increasingly becoming key factors in accelerating the escalation of war forms and changing the rules of war. The combat power structure has changed from the traditional one based on manpower, firepower, and mobility to one based on information power, structural power, and intelligence power. These have put forward new requirements for the development of new types of combat power and pointed out new directions. The development of new types of combat power should not be delayed, and we cannot wait passively. We must be proactive, take the initiative, and fight proactively, otherwise we will miss the opportunity and even have a generation gap.

New technologies. Science and technology have always been the most active and revolutionary factors in military development. At present, new technologies in the military field cover multiple fields such as information technology, artificial intelligence, big data, blockchain, and cloud computing. The role of new technologies is not only reflected in improving the performance of a single weapon and equipment, but more importantly, it can integrate combat platforms and optimize the killing network, making battlefield information acquisition, transmission, and processing faster and more accurate, greatly improving the performance and intelligence level of weapons and equipment, and providing strong support for battlefield perception, command decision-making, coordinated operations, and system victory. Take artificial intelligence technology as an example. It can achieve real-time perception and advance prediction of battlefield situations through machine learning and big data analysis, effectively improving decision-making flexibility, battlefield control and combat success rate. Looking to the future, the development of new technologies will have a profound impact on the construction of weapons and equipment, innovation of combat styles, adjustment of organizational systems and the evolution of war forms, thereby accelerating the formation of new quality combat power with new principles and mechanisms.

New equipment. The innovation drive of military technology not only updates the types and performance of weapons and equipment, but also creates conditions for the emergence of new concept weapons in the future, greatly activating the supply side of new quality combat power. New equipment provides more diverse and more efficient means of operation for modern warfare. Compared with traditional equipment, new equipment has stronger information acquisition and processing capabilities. Advanced reconnaissance satellites and drones can obtain battlefield information in real time, providing commanders with accurate and timely intelligence support. High-performance computer systems and big data analysis technology also make information processing more efficient and accurate. New equipment has higher strike accuracy and efficiency. New equipment such as precision-guided weapons and smart ammunition can accurately identify targets, achieve precise strikes, and minimize collateral damage. New equipment has stronger battlefield survivability. The application of new protective equipment can reduce the probability of being detected and attacked by the enemy, ensure the safety of combat personnel and equipment, and effectively improve battlefield survivability. As the carrier of new technology, new equipment is the key to achieving a leap in new quality combat power.

New system. The new system is an innovation and reform of the military organizational structure to adapt to the needs of new quality combat power under the new war situation and technological background. Compared with the traditional system, the new system has distinct characteristics such as flatness, coordination, and adaptability. The flat structure of the new system breaks the traditional hierarchical organizational structure, reduces the level of information transmission, and improves decision-making efficiency and response speed; the new system strengthens cross-departmental coordination, and maximizes combat power through information sharing and resource integration among different departments; the new system has higher adaptability and can be quickly adjusted according to the war situation and combat needs, so as to better adapt to the complex and changing battlefield environment. As an important generation platform for new quality combat power, the new system plays an important supporting role in improving combat effectiveness and adaptability.

New tactics. New tactics refer to innovative and effective combat methods that adapt to new technologies and new equipment in the context of modern warfare. With the breakthrough of artificial intelligence technology, the “mast” of military intelligence has appeared on the “sea level” of the development of tactics. New tactics include the use of new tactics such as information warfare, psychological warfare, and public opinion warfare to achieve multi-domain deployment and full-dimensional offense and defense of battlefield situations; the use of new combat methods such as distributed operations and stealth operations to achieve the concealment and suddenness of combat actions; and the use of new combat modes such as joint operations and system operations to integrate and optimize combat forces. Compared with traditional tactics, new tactics have achieved innovations in strategy and tactics by using new technologies and new equipment. By optimizing operational processes and resource allocation, and focusing on flexible adjustment of strategy and tactics according to actual conditions, they can adapt to the ever-changing battlefield environment. The application of new tactics will promote the development of war in the direction of informatization and intelligence. Only by constantly adjusting and optimizing organizational structures and using new tactics to improve rapid response and coordinated combat capabilities can we be invincible in future wars.

New talents. Under the conditions of informatization and intelligence, military talents need to have higher information literacy, innovation ability and unity and cooperation ability to adapt to the needs of modern warfare. New talents should have comprehensive military theoretical knowledge and practical skills, and be proficient in modern weapons and equipment, so as to effectively deal with complex battlefield environments; they should have innovative thinking and the ability to solve difficult and blocked problems, be able to flexibly deal with various emergencies in war, and come up with effective combat plans to solve difficulties; they should have good unity and cooperation capabilities, and be able to communicate effectively with other parties, so as to form a good situation in which one party proposes coordination needs and the other parties actively cooperate. Therefore, we must regard the cultivation of new-domain and new-quality combat force talents as a long-term strategic project, strengthen demand guidance, optimize the training model, focus on shortcomings and weaknesses, implement classified incubation, strengthen practical experience, and scientifically regulate and use them.

The “six new” elements of new quality combat capability are interrelated and mutually reinforcing, and together they constitute a growth system for new quality combat capability. With the continuous advancement of science and technology and the accelerated evolution of the war situation, the connotation and extension of the “six new” elements will continue to expand and deepen, and new quality combat capability will become a key force in shaping future wars.

新趨勢。世界新軍事革命的加速推進,涵蓋了戰爭和軍隊建設的各領域全過程,全面認識、積極適應、主動擁抱新軍事變革,對加速新質戰鬥力有效供給至關重要。新域新質作戰力量是一個時代軍事發展的風向標,是軍隊戰鬥力新的成長點、未來戰場的製高點。從世界近幾場局部戰爭和軍事行動看,以戰略預警、資訊控制、演算法攻防、無人智慧等為代表的新域新質作戰力量,日益成為加速戰爭形態升級、改變戰爭規則的關鍵性因素,戰鬥力結構從傳統的以兵力、火力、機動力為主,向以資訊力、結構力、智能力為主轉變,這些都給發展新質戰鬥力提出了新要求,也指出了新方向。發展新質戰鬥力事不宜遲,不能消極等待,必須積極主動,下好先手棋,打好主動仗,否則就會錯失良機,甚至出現代差。

新技術。科學技術歷來都是軍事發展中最活躍、最具革命性的因素。當前,軍事領域新技術涵蓋了資訊技術、人工智慧、大數據、區塊鏈、雲端計算等多個領域。新技術的作用不但體現在提升單一武器裝備的性能上,更重要的是它能夠整合作戰平台、優化殺傷網,使得戰場資訊獲取、傳輸、處理更加迅速準確,極大地提升了武器裝備的性能和智慧化水平,為戰場感知、指揮決策、協同作戰、體系製勝提供了強有力的支撐。以人工智慧技術為例,它能夠透過機器學習和大數據分析等技術手段,實現對戰場態勢的即時感知、超前預測,有效提高了決策彈性、戰場把控力和作戰制勝率。展望未來,新技術的發展將對武器裝備建設、作戰樣式創新、編制體制調整和戰爭形態演進產生深刻影響,從而加速形成具有新原理、新機理的新質戰鬥力。

新裝備。軍事科技的創新驅動,不但使武器裝備的種類和性能更新換代,也為未來新概念武器的出場創造條件,極大地激活了新質戰鬥力的供給側。新裝備為現代戰爭提供了更多樣、更有效率的作戰手段。與傳統裝備相比,新裝備資訊獲取與處理能力更強,先進的偵察衛星、無人機等能夠實時獲取戰場信息,為指揮員提供準確、及時的情報支持,高性能的計算機系統和大數據分析技術也使資訊處理更有效率、精確;新裝備打擊精準度與效率更高,精確制導武器、智慧彈藥等新裝備,能夠準確識別目標,實現精確打擊,最大限度地減少附帶損傷;新裝備戰場生存能力更強,新型防護裝備的應用,能夠降低被敵方探測和攻擊的機率,保障作戰人員和裝備的安全,有效提升戰場生存能力。新裝備作為新技術的載體,是實現新質戰鬥力躍升的關鍵。

新體制。新體制是在新的戰爭形態和科技背景下,為適應新質戰鬥力的需要而進行的軍事組織結構創新與變革。與傳統體制相比,新體制具有扁平化、協同性、適配性等鮮明特性。新體制的扁平化結構打破了傳統的層級組織結構,減少了資訊傳遞的層級,提高了決策效率和回應速度;新體制加強了跨部門協同,透過不同部門的資訊共享、資源整合,實現了戰鬥力的最大化;新體制具有更高的適配性,能夠根據戰爭形態和作戰需求進行快速調整,從而更好適應複雜多變的戰場環境。新體製作為新質戰鬥力的重要生成平台,對提升戰鬥效能和適應能力有重要支撐作用。

To win future wars, we must not only have a long-term vision, but also be meticulous, grasp the pulse of the evolution of the war situation, understand the wars that may be fought in the future, and understand the new winning mechanism, so that we can make targeted preparations for military struggle and effectively control the initiative to win future wars.

Deeply understand the connotation and characteristics of future wars

Future wars will be informationized wars with intelligent features and advanced joint operations. Their characteristics are specifically reflected in the following four “highs”:

The application of high technology changes the winning mechanism. The long-range precision, intelligent, stealth and unmanned development of weapons and equipment has promoted the evolution of war to a higher level of confrontation. It is prominently reflected in three aspects: First, there is no victory without calculation. Powerful data, algorithms and computing power provide feasible conditions for realizing superb calculation, detailed calculation and multiple calculation. From the overall decision-making of strategic battles to the tactical calculation of force use, it is necessary to occupy the advantage of “calculation” and accumulate the odds of winning at each step to increase the probability of defeating the opponent. Second, there is no victory without connection. Future combat units will present the typical characteristics of being small, scattered and active. They will be reduced from large to small and deployed in a dispersed manner. Multi-domain forces, multiple modules and multiple combinations will be connected into an autonomous and integrated combat system to achieve the emergence of structural functions and exponential growth of combat effectiveness. Third, speed is the key to success. The extension and expansion of high-tech to the terminal elements of the military system has not only brought about faster information transmission and action speeds, but also faster decision-making and system operation. Once you lag behind the enemy by one step, you are likely to fall into the danger of having your “OODA” loop locked.

High-border competition raises security threats. In future wars, national borders are no longer simply defined by geographical borders. There are also “national borders” in public domains and shared domains such as the Internet, space, deep sea, polar regions, and disruptive technologies. To gain dominance in the high borders, the following four directions must be paid attention to: First, high-covert sabotage. Cyber ​​attacks “come and go without a trace”, high-covert weapon platforms “come and go freely”, and cognitive domain covert settings “imperceptibly”, creating a serious situation that the opponent cannot see, distinguish, or defend against. Second, high-energy destruction. High-energy weapons have long continuous combat time, fast firepower transfer speed, and short firepower interruption interval, which subverts the traditional concept of firepower strike. They can be carried on land-based, sea-based, air-based, and space-based multi-dimensional platforms, and the opponent’s defense faces great difficulties. The third is high-intelligence attack. The intelligent unmanned swarm combat force has “emerged as a different force” with strong penetration capability, strong survivability, and strong battlefield recovery ability. It has become an important force in future wars. The fourth is high-speed strike. The speed of strike weapons such as aerospace aircraft has exceeded Mach 20. The global rapid strike system of some countries can carry out rapid and precise strikes on any target in the world within an hour, greatly compressing the opponent’s reaction time. The traditional defense system is facing a dangerous situation of failure.

High-level opponents place more emphasis on planning. A well-thought-out plan leads to a successful outcome. At present, countries around the world are stepping up their efforts to innovate military theories, seeking strategic advantages and initiative in future wars, which is prominently reflected in four aspects: First, foresight. See who can study the next war more clearly and thoroughly, predict the future combat environment, develop new combat styles, and design the construction and use of military forces in advance. Second, execution. See who can transform, absorb, refine and sublimate more guiding combat ideas, and implement them to the end to better guide military practice. Third, technology. See who has stronger technical perception, understanding, and application, and can continuously improve equipment performance, innovate tactics and methods, and promote the innovation and development of combat theory. Fourth, compare autonomy. See who has more “unique hidden weapons” and “killer knives”, can form a unique theoretical advantage, and give opponents an asymmetric check and balance.

High-intensity games drive global confrontation. Future wars will be highly intense and generally have three characteristics: First, globality. Wars will involve land, sea, air, space, network, electromagnetic, and psychological cognition. The combat system will be vertically connected and horizontally integrated, and global mobile integrated operations will become the basic pattern. Second, it is holistic. Focusing on strategic goals, military actions are closely coordinated and linked with political, economic, and diplomatic struggles, focusing on building an integrated national strategic system and capabilities. Third, it is persistent. Especially in the game between major powers, no party is able to destroy or change the other party’s will in a short period of time. The ultimate manifestation of the war between major powers is the comparison of comprehensive national strength.

Scientifically calibrating the basic capabilities for winning future wars

Analyzing the inherent requirements of joint operations in the context of intelligence, four basic capabilities should be possessed to win future wars.

Strategic planning capabilities based on the overall situation of the times. A good warrior seeks the situation. To design future wars, we must have a deep understanding of the general trend and plan in the process of recognizing, responding to and seeking changes. First, we must be good at understanding the overall situation. We must be able to accurately judge the enemy and our friends based on the current situation, and plan the modernization of the military around the ultimate goal, strategic goal, and stage goal. We must also be able to see the essence through the phenomenon and the depth through the appearance, and engage in all-round game with powerful enemies around the red line, bottom line, and sideline, and always maintain strategic clarity and determination. Second, we must be good at forward-looking analysis and judgment. We must be able to predict and foresee national security risks, war threats, and strategic opponents to prevent the risks of strategic misguidance and process interruption, and we must also be able to keenly detect the direction of technological breakthroughs and mechanism mutations, and accelerate the generation of new quality combat capabilities before our opponents. Thirdly, we must be good at using technology. We must improve the sensitivity of science and technology, be able to seize it when “the top of the mast is just exposed”, plan the development of key technologies, core technologies, and cutting-edge technologies, focus on the transformation and application of scientific and technological achievements, and truly transform science and technology into combat power.

Combat planning capabilities based on intelligent technology. In future wars, rapid planning and decision-making will become the key to improving combat effectiveness. We must further promote the application of intelligent technology in combat planning and strive to improve the “three transformations”. The first is the digitization of analysis and judgment. Through data mining, intelligent identification, and auxiliary decision-making, we can sift through the massive amount of information, remove the dross and retain the essence, reduce the interference of subjective misjudgment, objectively and comprehensively present the situation, and improve the accuracy of planning and decision-making based on data analysis and judgment. The second is the intelligence of planning operations. Advanced technologies such as machine learning, deep learning, and brain-like intelligence are deeply embedded in the entire process of case research, case preparation, case performance, and case revision. Force organization, action paths, and combat processes are intelligently designed based on combat objectives, and multiple sets of solutions are provided. Decision-making suggestions are provided to commanders through computer simulation and deduction, greatly improving the scientific and timely nature of combat planning. The third is the regularization of human-computer interaction. Adhere to the “man in the loop”, highlight the dominant position of commanders in the “OODA” loop, scientifically formulate human-computer interaction rules, constrain the autonomous scope of intelligent systems, and achieve a deep integration of command art and machine intelligence.

Based on the command and control capability of rapid optimization. In future wars, neither side will have an absolute advantage in the whole world. The key is to see who can seize the opportunity to instantly optimize and accurately release energy, and change the relationship between strength and weakness in a specific time and space. To this end, we must be sensitive to opportunities, grasp the battlefield situation in real time, accurately understand the battlefield situation, systematically analyze the opponent’s combat focus, core hubs, and key nodes, dynamically evaluate the difference in force advantages, study and judge the evolution of the situation, organically integrate the art of command and intelligent technology, and effectively grasp the window of advantage. We must make real-time action decisions, adapt to rapid battlefield changes, seize the window of advantage, quickly determine the target of attack based on the enemy’s and our own situation and the actual situation on the battlefield, aggregate multi-domain superior forces, flexibly implement combat organization, scientifically plan combat action task system, and make real-time decisions for precise energy release actions. We must conduct cross-domain collaborative control, adjust the interactive collaboration mode and combat control relationship of combat units in each domain in real time, flexibly adjust and optimize force organization, quickly distribute and update coordination rules, and realize multi-directional and multi-dimensional cross-domain, cross-medium, and cross-environment precise energy release. It is necessary to connect the system at all times and build a full-domain, multi-level information assurance system that can sense network damage in real time, restore network connectivity immediately, provide safe, smooth, and uninterrupted protection, and effectively support the efficient operation of the joint combat system.

System combat capability based on full-domain integration. Future wars will be full-domain, full-system, full-element, and full-process system confrontations, which require full-domain integrated system combat capabilities. The first is multi-source energy-gathering reconnaissance. Adhere to full-domain reconnaissance, joint early warning, and coordinated verification, and build a large-region joint reconnaissance intelligence system with multi-dimensional integration, full-domain coverage, highlighting key points, and deep integration of intelligence information. The second is wide-area joint deterrence. Have the ability to continuously deter opponents in space, cyberspace, deep sea, polar regions and other fields. The third is cross-domain joint action. Improve the level of field deployment, strengthen the ability to communicate in motion, promote modular and standardized construction, realize the dynamic deployment of combat forces, and improve command coordination and cross-domain delivery capabilities. The fourth is autonomous precision killing. Establish a flexible, dynamically matched, autonomously coordinated, and multi-layered firepower network, seize the opponent’s pain points and weaknesses, and focus on customizing and creating a multi-domain killing chain. Fifth, integrated support. Efficiently respond to the support needs of various domains, intelligently plan support resources, improve the strategic storage layout of combat materials, expand the pre-positioned storage network for campaigns, and enhance the long-term self-support capabilities of tactical-level combat units. Sixth, rapid mobilization support. Adapt to the suddenness and fast pace of war, improve the demand response mechanism, quickly aggregate resources and strength from all parties, and quickly transform war potential into actual combat power.

Actively prepare to win future wars

Focus on building a combat theory system that will lead future wars. Focusing on the modernization of military theory and guided by the military strategic policy of the new era, accelerate the construction of a combat theory system that can lead future war preparations. Focus on powerful enemies, stick to core missions, aim at future wars, and develop combat concepts and supporting concepts in all fields and directions. With combat concepts as the core, systematically develop combat theories to turn abstract combat concepts into concrete combat guidance that can be understood and accepted by the troops, thereby leading to practical innovations in joint combat command, combat capability requirements, joint combat training, joint combat support, and joint campaign tactics.

We should focus on building a new force system that can face war directly. New combat forces are an important growth point for combat effectiveness. We should strengthen system planning, take the initiative and fight proactively. We should keep a close eye on the frontier direction and the direction of assault, develop new weapons, and form combat capabilities in an organized manner. In addition, we should strengthen the construction of capabilities in emerging fields and strive to seize the initiative in military competition.

We must focus on building an intelligent network information system to support future wars. We must adhere to forward-looking layout, iterative advancement, and integrated development, and continuously improve the level of “network information + intelligence”. We must optimize system functions, build a “combat cloud” with real-time online response, and integrate multifunctional modules such as battlefield situation perception, command decision-making, action control, and combat support. We must promote resource sharing, establish an information grid that integrates the military and civilians, the sky and the earth, and multiple domains, strengthen the development and application of mobile communication systems, and improve the ability of mobile communication, broadband communication, and reliable communication. We must highlight independent innovation, strengthen the research and development of core technologies and products, and accelerate the transformation and application of technologies such as big data, cloud computing, artificial intelligence, and quantum information in the military field.

We will focus on improving the joint training system for rehearsing future wars. In accordance with the strategic requirements of building a new military training system, we will strengthen system training, confrontation training, and forward-looking training. In terms of training guidance, we will focus on the basic capabilities required to win future wars, and emphasize strategic planning, combat planning, command and control, and combat coordination training, and establish a “weather vane” for leading training with war in mind and training for war. In terms of training content, we will accurately grasp the winning mechanism of future wars, emphasize calculation in combat planning, coordination in command and control, speed in joint tactics, and intelligence in command confrontation, and establish a training content system with multi-layer connection, multi-domain coverage, and complete supporting facilities. In terms of training mode, we will follow the requirements of all-domain joint warfare in future wars, adhere to the precision control of the whole process of domain-based training, cross-domain coordination of multi-domain segmented training, and unified command of all-domain integrated training. In terms of training support, we will use intelligent simulation technology to vigorously strengthen simulation training and virtual confrontation training based on combat scenarios and powerful enemies, and conduct rehearsal practices in the context of war as realistically as possible.

高技術應用改變制勝機理。武器裝備的遠程精準化、智慧化、隱身化、無人化發展,推動戰爭朝向更高層次的對抗演進。突出體現在三個面向:一是無算不勝。強大的數據、演算法、算力,為實現高超的廟算、細算、多算提供了可行條件,大到戰略戰役全局決策、小到力量運用戰術計算,必須佔據「算」的優勢,積累每一步的勝算,才能增大戰勝對手的機率。二是無聯不勝。未來作戰單元呈現小、散、活的典型特點,化大為小、分散部署,多域力量、多個模塊、多種組合,聯結成自主融合的作戰體系,實現結構性功能湧現、作戰效能指數級增長。三是無快不勝。高新技術向軍事體系末端要素延伸拓展,帶來的不僅是資訊傳輸速度和行動速度變快,還有決策速度更快、體系運轉更快,一旦慢敵一步就很可能陷入「OODA」環被鎖死的險境。

高水準對手更重計高一籌。計熟事定,舉必有功。當前,世界各國紛紛加強軍事理論創新力度,謀求未來戰爭的戰略優勢與主動,突顯為四比拼:一是比前瞻。看誰把下一場戰爭研究得更清楚、更透徹,能夠預測未來作戰環境,開發新的作戰樣式,超前設計軍事力量建設與運用。二是比執行。看誰能夠轉化吸收、提煉升華更具指導性的作戰思想,並且貫通到底,更好地指導軍事實踐。三是比技術。看誰技術感知力、理解力、運用力更強,能夠不斷提升裝備性能,創新戰術戰法,促進作戰理論革新發展。四是比自主。看誰掌握更多的“獨門暗器”和“撒手鐧”,能夠形成獨特的理論優勢,給對手非對稱制衡。

基於時代大局的戰略謀劃能力。善戰者,求之於勢。設計未來戰爭要深刻掌握大勢,在識變應變求變中運籌謀劃。首先,要善於洞悉全局。既要能基於時勢準確判斷敵我友,圍繞終極目標、戰略目標、階段目標佈局謀劃軍事現代化發展,也要能夠透過現像看本質、透過表像看深層,圍繞紅線、底線、邊線與強敵對手展開全方位博弈,始終保持戰略清醒與定力。其次,要善於前瞻研判。既要能夠對國家安全風險、戰爭威脅、戰略對手預知預判,防止出現戰略誤導、進程打斷的風險,也要能夠敏銳察覺科技突襲方向、機理突變方向,趕在對手之前加快生成新質作戰能力。再次,要善於運用科技。提昇科技的敏銳度,能夠在「桅桿頂剛剛露出的時候」就抓住它,佈局發展關鍵技術、核心技術、前沿技術,注重科技成果轉化運用,真正把科學技術轉化為戰鬥力。

With the support of advanced algorithms and supercomputing capabilities, the calculation and prediction results of artificial intelligence systems are more accurate than those of the human brain. Second, with the help of war game systems, combat plans can be tested and optimized more effectively. For example, war game systems that incorporate artificial intelligence can engage in man-machine confrontation with humans, which helps people find problems and find weaknesses. In particular, after introducing algorithms such as deep learning into war game systems, the behavior of intelligent systems will become profound and varied, which will help break through the established thinking of humans, enhance the confrontation and authenticity of war game simulations, and achieve the purpose of optimizing solutions. Nowadays, the reaction speed of artificial intelligence has completely “crushed” the human brain. In 2016, in a simulated air battle, the “Alpha” intelligent software developed by the University of Cincinnati in the United States controlled the F-15 fighter and defeated the F-22 fighter piloted by humans. The reason is that the reaction speed of the intelligent software is 250 times that of the human brain! For this reason, in recent years, the US, Russian and other militaries have turned their attention to artificial intelligence, intending to use the speed advantage of artificial intelligence to shorten their decision-making cycle on the battlefield and firmly grasp the operational advantage. Autonomous confrontation, the combat mode has changed

With the development of artificial intelligence technology, intelligent weapon systems that can automatically identify, lock and strike targets are gradually emerging, and can replace humans to execute simple decision-making commands. Such as the US military’s ship-borne “Aegis” system, the Israeli military’s “Iron Dome” system, the Russian military’s “Arena” active protection system, the French military’s “Shark” system, etc. However, the intelligence level of these systems is not high at present, and the autonomous combat mode is usually the last option.

In the future, with the advancement of intelligent technology groups such as sensor technology, new algorithms, and big data technology, the autonomous action capabilities of weapon systems will be greatly improved, and the situation of autonomous confrontation of weapon systems will become more and more common. In specific combat fields, such as cyberspace and electromagnetic spectrum, humans can only rely on intelligent weapon systems for autonomous confrontation. At the same time, with the emergence of hypersonic weapons and cluster warfare, wars will enter the era of “instant kills” and “group fights”, and using intelligent systems to autonomously fight is almost the only way out.

In the future, as the autonomous confrontation of intelligent weapon systems becomes the new normal, the combat mode will gradually change from “man in the loop” to “man on the loop”. The main characteristics of the new mode can be summarized as “in command, out of control”, that is, in most cases, human warriors play the role of supervisors, responsible for inputting target characteristics and setting rules of engagement before the war, observing battlefield engagements, etc. It should be pointed out that in the new mode, humans are still the final decision makers, and human warriors will autonomously enter and exit the combat chain as needed and take necessary intervention measures. The biggest advantage of the new mode is that it can free human warriors from complex decisions and focus on major decisions and key tasks. How to ensure that humans can take over control at any time will be the biggest challenge facing the development of human-machine collaboration technology in the future.

Cluster warfare brings new life to the war of attrition

In the era of cold weapons and mechanized warfare, attrition warfare was the basic way of fighting, and “eating more and eating less” was the basic rule for winning on the battlefield.

Since the 1970s, with the emergence of stealth technology, satellite positioning systems, and precision-guided weapons, the “more, less” war principle has been completely broken. In recent years, with the rapid development of sensor technology, bionics, miniaturization technology, and artificial intelligence technology, the concept of swarm warfare has once again attracted the attention of the military of various countries. The so-called swarm warfare refers to the centralized deployment of hundreds or thousands of intelligent weapons to attack targets from multiple directions. The U.S. military sees swarm warfare as a game-changer in warfare, and believes that swarm warfare is particularly suitable for dealing with anti-access/area denial threats. Currently, the U.S. Department of Defense is simultaneously targeting underwater, surface, and air, and promoting multiple swarm research and development projects, striving to have multi-dimensional space swarm combat capabilities. 一是更精確地計算並預測戰爭結果。在先進演算法和超算能力的支撐下,人工智慧系統的計算和預測結果比人腦更加準確。二是藉助兵棋系統能更有效檢驗和優化作戰方案。例如,融入人工智慧的兵棋系統能夠和人開展人機對抗,有助於人們發現問題、找出弱項。特別是將深度學習等演算法引入兵棋系統後,智慧系統的行為將變得深邃多變,有助於突破人類的既定思維,增強兵棋推演的對抗性和真實性,達到優化方案的目的。此外,還可利用智慧兵棋系統開展機機對抗,提升推演的效率。

自主對抗,作戰模式引發變革

20世紀以來,偵測技術的發展和資訊化浪潮下感知技術的進步,推動了「傳感器-射手-武器平台」這一人機協作式作戰鏈誕生。

隨著人工智慧技術的發展,能夠自動識別、鎖定和打擊目標的智慧化武器系統逐漸出現,並能取代人類執行簡單的決策命令。如美軍的艦載「宙斯盾」系統、以軍的「鐵穹」系統、俄軍的「競技場」主動防護系統、法軍的「鯊魚」系統,等等。不過,這些系統的智慧化程度目前還不高,自主交戰模式通常是最後一個選項。

未來,隨著傳感技術、新型演算法、大數據技術等智慧化技術群的進步,武器系統的自主行動能力將大幅提升,武器系統自主對抗的情況也越來越普遍。而在特定作戰領域,如網路空間和電磁頻譜領域,人類只能依托智慧化武器系統進行自主對抗。與此同時,隨著高超音速武器和集群作戰的出現,戰爭將進入「秒殺」和「群架」時代,利用智慧系統自主迎戰幾乎是唯一出路。

未來,隨著智慧化武器系統的自主對抗成為新常態,作戰模式將逐漸從「人在迴路中」轉變為「人在迴路」。新模式的主要特徵可概括為“指揮之中、控制之外”,即在多數情況下,人類戰士扮演監督員的角色,負責在開戰前輸入目標特徵和設定交戰規則,觀察戰場交戰情況等。需要指出的是,在新模式下人依然是最終決策者,人類戰士將根據需要自主進出作戰鏈,採取必要的干預措施。新模式的最大優勢是可以使人類戰士從紛繁複雜的決策中解放出來,聚焦於主要決策和關鍵任務。如何確保人類能夠隨時接管控制權,將是今後一段時期內,人機協同技術發展面臨的最大挑戰。

集群作戰,讓消耗戰重煥生機

在冷兵器和機械化戰爭時代,消耗戰是基本作戰方式,「多吃少」是戰場制勝的基本法則。

自上世紀70年代以來,隨著隱形技術、衛星定位系統、精確制導武器的登場,「多吃少」的戰爭法則被徹底打破。近年來,隨著傳感技術、仿生技術、微型化技術和人工智慧技術取得長足發展,集群式作戰構想再次受到各國軍隊的重視。所謂集群作戰,是指集中部署數百上千個智慧化武器,從多個方向對目標實施攻擊。與傳統作戰方式相比,集群作戰具備四大優勢:

一是單一平台小型化,戰場生存能力大幅提升;二是去中心化,個體的損失不影響整體功能;三是成本低廉,數量龐大,作戰效費比成倍提高;四是可實施飽和攻擊,癱瘓敵防禦體系。不難看出,集群作戰能夠達到「數量即質量」的效果,因此,被認為是智慧時代的消耗戰。

美軍將集群作戰視為戰爭遊戲規則的改變者,認為集群作戰尤其適合應對反介入/區域拒止威脅。當前,美國國防部同時瞄準水下、水面和空中,推進多個集群研發項目,力求具備多維空間集群作戰能力。此外,美軍各軍種正競相開發集群作戰概念,如海軍陸戰隊設想讓無人作戰集群充當登陸先鋒,執行戰場感知、排雷除障等任務,為陸戰隊員搶灘上陸創造條件。

On the basis of renewing the old and embracing the new in thinking mode, we should accelerate the innovation of scientific and technological knowledge and the improvement of scientific and technological literacy, continue to promote the application of main combat equipment technology, improve the coupling and control degree between people and intelligent weapons, explore the potential of equipment and the “optimal solution” of technology, and “secondary empowerment” for the release of weapon technology value.

Changeability: Seek change and innovation, and foresee the future in the activation of thinking. Douhet, the father of “air supremacy”, said that victory only smiles on those who can foresee the changes in the characteristics of war, not on those who wait for changes to happen before adapting. Military revolution is like a 100-meter hurdle race. When the starting gun sounds, whoever stops before the solidified thinking will lose the race. War will not remain unchanged, and thinking cannot be done once and for all. Only by taking the future as the orientation, accelerating the activation of thinking with a spirit of daily innovation and a diligent attitude, can the road to future victory be illuminated by the light of foresight.

The focus of the competition is psychological balance

Intelligent warfare is not only a “core war” but also a “psychological war”. During the Iraq War, the US military deployed more than 200 psychologists, psychologists and psychiatrists to participate in psychological warfare. They targeted the psychological weaknesses, blind spots and sensitive points of the Iraqi army, and used the pervasive information “ammunition” and ubiquitous network “transmitters” to complete the “bloodless” psychological manipulation in silence. To adapt to the “heart” characteristics of intelligent warfare, there must be an overall design of “strong equipment” and “strong heart” to build together, and the construction of steel platforms and psychological platforms to support each other, as well as local efforts to break through single points, increase the use of “smart +” technology in the cultivation of fighting spirit, psychological assessment, and psychological training, improve the contribution rate of information and intelligent technology, and constantly sharpen the psychological advantages of participants.

“Use soft to overcome hard” and strengthen the cultivation of fighting spirit. Engels said that guns will not move by themselves, and they need brave hearts and strong hands to use them. Psychological checks and balances are wars without gunpowder smoke, and the essence is still the contest of material forces supported by spiritual power. To win this war, more steel and more spirit are needed. We should actively try to use intelligent technology to strengthen psychological advantages, use technology to boost morale, and use morale to multiply capabilities. Improve cognitive emotions, enhance will quality, and comprehensively improve soft killing capabilities.

“Test people” and strengthen psychological assessment. The practice of assessing and selecting soldiers has existed since ancient times. In the Spring and Autumn Period, the athletic ability of young recruits was tested to see whether they could wear armor and carry out military activities. Those who could were called “victorious clothes” and those who could not were called “unvictorious clothes”. In modern wars, psychological confrontation is surging. We should actively play the role of psychological assessment, scientifically carry out stress psychological adjustment, and reduce the occurrence of combat stress reactions. With the help of artificial intelligence technology, such as face recognition and emotional analysis big data, facial expressions, sight directions, and eye contact times are captured and recorded to identify the internal psychological state and behavioral characteristics of officers and soldiers. Based on the assessment results, psychological adjustment should be made throughout the whole process, at all times, and in all dimensions. Psychological prevention should be done before the war, and officers and soldiers with substandard mental health should be found early, and “emotional impurities” and “psychological blockages” should be eliminated in time; psychological regulation should be done well during the war to ensure that the psychological state of the participants is maintained at the best level of combat, reduce wartime stress reactions, and improve battlefield survival rate and combat effectiveness; psychological recovery should be done well after the war to assist officers and soldiers in achieving a smooth transition between wartime and peacetime psychological states.

“Training to strengthen the heart” means strengthening psychological training. Clausewitz pointed out that the bravery of soldiers is different from the bravery of ordinary people. The bravery of ordinary people is a natural quality, while the bravery of soldiers can be cultivated through exercise and training. Winning intelligent wars urgently requires the empowerment of psychological training. We should establish the concept of psychological training to produce combat effectiveness, make full use of artificial intelligence means such as computer vision, human-computer interaction, and virtual reality technology to build a high-stress environment for the virtual battlefield, carry out immersive relaxation training, battlefield psychological adaptability, psychological endurance, and psychological stability training. Through these trainings, we help the combatants to effectively enhance their psychological resilience and stimulate their psychological potential by experiencing the battlefield environment in advance again and again, and prevent the occurrence of psychological damage in war.

在智慧化戰爭中,認知空間是重點作戰空間,認知優勢是重要戰略優勢,認知對抗是主要對抗形式,可謂「無認知不戰爭」。認知中蘊含著巨大戰鬥力,其中感知系統是門戶,思考模式是核心,心理因素是基石。提升感知效能、建構智慧思維、激發心理優勢,最大限度釋放官兵認知戰力,對打贏智能化戰爭大有裨益。

感知效能連著作戰效能

資訊加工理論認為,認知不是大腦自發性產生的,需要外在資訊輸入。紛雜的戰場資訊經感知系統篩選,再由大腦加工產生用於認知對手、判斷情勢的情報。在這個過程中,感知效能是關鍵,它直接影響戰場存活率和作戰效能的發揮。二戰史專家薩姆索諾夫說:「史達林格勒戰役戰鬥最激烈的時候,一名士兵在戰場上存活時間不超過9分鐘,軍官是3天。」同樣是士兵,新兵與老兵的戰場存活時間也有較大距離。戰場存活率的差異,折射出感知效能的差距。

戰場態勢是無情考官,致命砲火是生死考題,感知效能是應考利器。同一道測驗輸入新兵和老兵的感覺系統,輸出的反應雲泥之別:新兵聽到的是隆隆巨響和驚慌恐懼,自救尚成問題,更別提作戰之力;老兵則能從砲聲中聽出砲彈落點的遠近,能在砲聲和砲彈落下的時間差裡迅速隱蔽,果斷行動。生死一線的戰場,作戰人員的感知系統只有在「快」「準」的基礎上做出「好」的反應,才能最大限度地發揮作戰效能。當戰爭從「真理只在大砲射程之內」的機械化步入「發現即摧毀」的資訊化智能化,面對海量、多源、複雜、異構且快速增長的戰場態勢數據,人類的感知速度和處理能力顯得「愚鈍遲緩」。以感測器為核心的智慧「感觸節點」「感知系統」「感知神經」開始出現,有助於作戰人員走出感知困境,實現快速有效地感知、決策。

人機融合智能感知為作戰人員提供了強大輔助,同時也提出了更高要求,需要打通增能與賦能的“任督二脈”,為感知效能增質提效。增能,就是要全方位訓練官兵的感知系統,降低對戰場複雜信息的“陌生係數”,提升“適應底數”,在感知存量與戰場變量博弈中,有效促進感知資源向感知能力轉化。賦能,就是藉力人工智慧技術延伸、拓展、彌補人的感知效能。人負責非邏輯、模糊、無規可循的感知部分,例如不明趨勢的預測、殘缺訊息的感覺、雜亂無關的知覺,以便獲得「數據之外的數據,訊息背後的訊息」;機器處理有邏輯、清晰、有規可循的感知部分,利用專家系統、知識圖譜、類腦運算等智慧感知,從大量資料中快速擷取高價值訊息,減輕作戰人員認知負荷,實現戰場態勢深度感知。

思考是製勝底層密碼

軍事對抗表面上看來是雙方硬實力的對抗,深層看則是思維力的較量。戰爭中,再先進的裝備也要受制於強大的頭腦,思維作為認識過程的理性階段,是決定戰爭制勝的底層密碼。

一支軍隊的思維是點燃作戰能力的引線。思維封閉落後,如同引線受潮發黴,就算有強大的實力基礎,也未必能在戰場上充分迸發釋放。晚清中國,兵員數量世界之最,北洋水師亞洲最強,空有抵禦入侵的物質力量仍不堪一擊,「思維落後」引發「落後就要挨打」的慘痛教訓。一戰後,英、法、德三國幾乎同步發展機械化武器裝備。當德軍決心以「閃電戰」理論指導機械化戰爭時,英法兩軍卻固守陣地戰理念,於是就有了二戰初期德軍橫掃西歐戰場的悲劇。一中一外,一遠一近,無不揭示一個道理:每個時代都有自己的戰爭形態和與之相匹配的思維模式,誰佔據思維制高點,誰就能搶佔制勝先機。要想在未來智慧化戰爭中佔據主動,必須大膽變革思維,始終把目光聚焦在桅杆剛冒出的地平線。

善思:仰望星空,建構軍事技術思維體系。恩格斯說,當科技革命的浪潮正在四周洶湧澎湃的時候,我們需要更新更勇敢的頭腦。面對日益走近的智能化戰爭,如果不能及時擺脫機械化思維的路徑依賴和認知慣性,就會像二戰時期的波蘭一樣,面對德軍的「裝甲洪流」捨不得放棄「世界上規模最大」的騎兵,不僅敗在戰場,也終將被時代淘汰。適應智慧化戰爭,就應緊盯軍事科技發展的主導和前沿方向,打破思維藩籬,走出認知“舒適區”,聚向發力構建軍事技術思維體系,增強對前瞻性、戰略性、顛覆性技術以及由此可能孵化出的新戰法的敏銳度、認知力、理解力。

善用:腳踏實地,推動軍事技術思維落地。要讓先進技術掌握在善用者手上,在思維模式吐故納新的基礎上,加快科技知識推陳出新和科技素養破舊立新,持續推進主戰裝備技術應用,提高人與智能化武器的耦合度、駕馭度,探索裝備潛能和技術“最優解”,為武器技術價值的釋放“二次賦能”。

善變:求變求新,在思考活化中預見未來。 「制空權」之父杜黑說,勝利只向那些能預見戰爭特性變化的人微笑,而不是向那些等待變化發生才去適應的人微笑。軍事革命就像百公尺跨欄,發令槍一響,誰在固化的思維前停留,誰就會輸掉比賽。戰爭不會一成不變,思維不能一勞永逸,只有以未來為導向,以日新精神、精進態度加速思維活化,未來制勝之路才能被前瞻之光照亮。

較量重點在於心理制衡

智能化戰爭是「芯戰」更是「心戰」。伊拉克戰爭中,美軍抽調200多位心理學家、心理醫師和精神科專家參加心理戰。他們錨定伊軍心理弱點、心理盲點、心理敏感點,利用無孔不入的信息“彈藥”以及無處不在的網絡“發射器”,在無聲無息中完成“兵不血刃”的心理操控。適應智慧化戰爭「心」特點,既要有「強力」和「強心」齊抓共建、鋼鐵平台和心理平台建設互為支撐的全局設計,也要有單點突破的局部發力,加大「智慧+」技術在戰鬥精神培養、心理評測、心理訓練中的運用,提升資訊、智慧科技的貢獻率,不斷砥礪參戰人員的心理優勢。

“以軟硬”,加強戰鬥精神培育。恩格斯說,槍自己是不會動的,需要有勇敢的心和強而有力的手來使用它們。心理制衡是沒有硝煙的戰爭,本質仍是精神力量支撐下的物質力量的較量。打贏這場戰爭,鋼多氣更要多。應積極嘗試借助智慧化技術強化心理優勢,用技術提振士氣,用士氣倍增能力。改善認知情緒、增強意志特質,全面提升軟殺傷能力。

“以測識人”,加強心理測評。測評選拔士兵的做法古已有之。春秋時期測查前來徵兵青年的運動能力,就是看能否穿著甲胄進行軍事活動,能者稱“勝衣”,不能者稱“不勝衣”。現代戰爭心理對抗闇潮湧動,應積極發揮心理測評作用,科學進行壓力心理調適,減少戰鬥壓力反應的發生。借助人工智慧技術,諸如人臉辨識、情緒分析大數據等,捕捉記錄臉部表情、視線方向、眼神對視訊次,鑑別官兵內在心理狀態和行為特徵。依據評估結果,做好全程全時全維度的心理調適。戰前做好心理預防,早發現心理健康不達標的官兵,及時排除「情緒雜質」和「心理淤堵」;戰中做好心理調控,確保參戰人員的心理狀態維持在最佳應戰水平,降低戰時壓力反應,提高戰場生存率與戰鬥力的發揮;戰後做好心理恢復,協助官兵實現戰時與平時心理狀態的平穩轉換。

“以訓強心”,加強心理訓練。克勞塞維茨指出,軍人的勇敢不同於一般人的勇敢,一般人的勇敢是一種天賦的特質,而軍人的勇敢可以透過運動和訓練培養出來。打贏智能化戰爭迫切需要心理訓練的賦能,應建立心理訓練出戰鬥力的理念,充分運用電腦視覺、人機互動、虛擬實境技術等人工智慧手段建構虛擬戰場高壓力環境,開展沉浸式放鬆訓練,戰場心理適應性、心理承受力、心理穩定訓練等。透過這些訓練,幫助參戰人員在一次次提前感受戰場環境中有效增強心理彈性、激發心理潛能,並預防戰爭心理損傷的發生。
